RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2019-20 appropriations for American Avenue Disposal Site Org 9026 in the amount of $1,500,000 using American Avenue Disposal Site Enterprise Fund 0700 General Reserves for the purchase of two new track-type dozers (4/5 vote).

REPORT

Approval of the recommended action will provide funds to purchase two new dozers for the American Avenue Disposal Site (AADS), replacing two dozers that are over ten years old.  The dozers are scheduled for replacement as outlined in the operational model used in the development of the Landfill Use Agreement No. 14-737 between the County and City of Fresno, executed by the Board on December 16, 2014.  The Department is bringing this budget resolution to your Board in advance of the fiscal year process based on the estimated 9-month lead time to build and deliver the dozers. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. The dozers scheduled for replacement include a smaller underutilized dozer that is not equipped to operate on exposed refuse and a larger dozer beyond its serviceable life.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The increase in appropriations will pay for the track-type dozer purchases, a Caterpillar (Cat®) D6XE diesel-electric hybrid ($553,000) and a Cat® D8T ($947,000), funded with AADS Enterprise Fund 0700, Org 9026 General Reserves.

 

DISCUSSION:

 

The County owns and operates AADS, which is located approximately 26 miles west of the nearest city limits of the City of Fresno on American Avenue in the City of Kerman.

 

Among the 15 heavy equipment vehicles operated at AADS, are two dozers that have been identified as due for replacement, in accordance with the financial model that is a part of the Landfill Use Agreement No. 14-737 between the County and City of Fresno.

 

The smaller dozer is a Cat® D6K, acquired May 2009. A recent Comprehensive Operational Review performed by Blue Ridge Services, affirmed that the dozer is underutilized, as it is not equipped with a waste handler package. This dozer would be replaced with a slightly larger Cat® D6XE, which is a more efficient diesel-electric hybrid that is equipped to operate in a greater range of landfill operations.

 

The larger dozer is a Cat® D9T, acquired December 2007. The dozer is beyond its serviceable life with over 20,000 operating hours and would be replaced with a Cat®D8T that will operate with greater fuel efficiency.

 

California Air Resources Board (CARB) regulations, effective as of March 2011, require that all equipment combined within the off-highway fleet at AADS produce no more than 5.58 g/bhp-hr of Nox (grams per brake horse power hour of Nitrogen Oxide) and 0.20 g/bhp-hr of PM (grams per brake horse power hour of Particulate Matter) in emissions. Replacement of the two dozers will aide AADS in maintaining the CARB mandate.

 

With your Board’s approval of the recommended action, the Department will be able to replace the dozers with better-equipped, more efficient and cleaner operating equipment.
