SUBJECT: All-Way Stop at Annadale and Newmark Avenues
RECOMMENDED ACTION(S):
TITLE
Adopt Resolution designating the intersection of Annadale and Newmark Avenues a stop intersection and authorizing additional stop signs at the intersection, stopping eastbound and westbound traffic on Annadale Avenue, making it an all-way stop.
REPORT
Approval of the recommended action will allow the installation of additional stop signs at this location, improving traffic safety by requiring vehicles on Annadale Avenue to stop in the eastbound and westbound directions. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
If the recommended action is not approved by your Board, the traffic controls at this location will remain unchanged and Annadale Avenue will remain the through road with traffic on Newmark Avenue stopping.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The estimated cost for the all-way stop is $300 for materials and $175 for equipment and labor that will be performed by Department of Public Works and Planning personnel. Sufficient appropriations and estimated revenues are included in the Department’s Roads Org 4510 FY 2019-20 Recommended Budget.
DISCUSSION:
Annadale and Newmark Avenues are two-lane County roads that intersect 40 feet east of the nearest city limits of the City of Sanger. The intersection of Annadale and Newmark Avenues is under shared jurisdiction between the County and the City of Sanger, with the west leg and west side of the north leg under City jurisdiction. The City concurs with the County’s proposal to add additional stop signs at the intersection, stopping eastbound and westbound traffic on Annadale Avenue. The speed limit for Annadale and Nebraska Avenues is 45 miles per hour (MPH) and 50 MPH, respectively.
Annadale Avenue has an easterly and westerly alignment and is the through road at Newmark Avenue. The pavement measures approximately 55 feet wide. Signs and pavement markings include painted yellow road centerline striping, white edge line striping, Divided Highway sign, Bike Lane signs in both directions, and a 45 MPH speed limit sign is posted on the east leg. The traffic volume is 2,400 vehicles per day (VPD).
Newmark Avenue has a northerly and southerly alignment and consists of two lanes of traffic. The pavement measures approximately 23 feet wide. Signs and pavement markings include painted yellow centerline striping, Stop Ahead signs and pavement markings, Stop bar in both directions, Stop signs, and Cross Traffic Does Not Stop signs. The 50 MPH speed limit sign is posted on the south leg. The traffic volume is 2,020 VPD. Currently, traffic on Newmark Avenues yields to traffic traveling on Annadale Avenue.
All-way stop control can be useful as a safety measure at intersections where certain traffic conditions exist. When the Department considers all-way stop control at an intersection, the Department will conduct an engineering study. Based upon the information gathered during the engineering study, the Department will make a recommendation regarding the installation of stop signs. Criteria considered in an engineering study may include collision history, traffic volume, traffic delays, or any combination of the foregoing. Between July 1, 2015 and July 1, 2016, there were five traffic collisions that may have been correctable by a stop sign, which meets the minimum threshold for stop sign installation.
The foregoing study indicates that the traffic collision history at this intersection justifies the installation of stop signs, pursuant to guidelines in the California Manual on Uniform Traffic Control Devices. Furthermore, the study indicates that stop sign installation for eastbound and westbound Annadale Avenue will improve traffic safety at this intersection.
OTHER REVIEWING AGENCIES:
The Municipal Code of the City of Sanger Section 70-26 allows the City Engineer to erect and maintain stop signs in the City’s jurisdictional area. Since the intersection is under the shared jurisdiction of the County and City of Sanger, the City Traffic Engineer was consulted and he subsequently approved of the installation of the stop sign at this intersection.
