SUBJECT:                     No Parking signs on DeWitt Avenue south of Kings Canyon Road through Butler Avenue

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution authorizing No Parking signs on DeWitt Avenue south of Kings Canyon Road through Butler Avenue and direct the Director of the Department of Public Works and Planning to install said No Parking signs.

REPORT

Approval of the recommended action will allow the installation of No Parking signs at this location, which are appropriate due to a traffic engineering study.  The signs will improve traffic safety by reminding motorists that parking on the road is prohibited, guiding traffic, and prohibiting motorists to park upon the road so as to impede or block the normal and reasonable movement of traffic, unless parking is necessary for safe operation or in compliance with law.  The distance from Kings Canyon Road to Butler Avenue is 0.5 miles.  This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved by your Board, the signs will not be installed on DeWitt Avenue and traffic will continue to be obstructed or impeded.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The estimated cost is $1,700 for materials, placing signs through the 0.05-mile stretch, and $550 for equipment and labor that will be performed by Department of Public Works and Planning personnel.  Sufficient appropriations and estimated revenues are included in the Department’s Roads Org 4510 FY 2019-20 Recommended Budget.

 

DISCUSSION:

 

DeWitt Avenue is a county maintained road in within a county pocket in the community of Sunnyside.  DeWitt Avenue is under the County’s exclusive jurisdiction.  The surrounding area is residential in nature, with homes on at least 20,000 square feet sized lots.  DeWitt Avenue is an undivided two-lane road with no centerline striping.  Pavement width is approximately 19 feet wide, from edge to edge.  The speed limit is 35 miles per hour (MPH), with a traffic volume of 200 vehicles per day (VPD).  Residents have reported motorists parking on DeWitt Avenue, causing an obstruction to through traffic.

 

 

Traffic studies performed by Department staff indicate that installation of No Parking signs on DeWitt Avenue from Kings Canyon Road through Butler Avenue is necessary to remind motorists not to obstruct traffic, to guide traffic, and appropriate as such will improve traffic safety at this location.
