SUBJECT: Award Contract No. 19-06-C, Wahtoke Creek on Lincoln Avenue Bridge Replacement Project
RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications and award Contract 19-06-C, Wahtoke Creek on Lincoln Avenue Bridge Replacement Project, Federal Project No. BRLO-5942(212) to the lowest bidder, American Paving Company, 315 N. Thorne Avenue, Fresno, CA 93706, in the amount of $1,741,429.10.
REPORT
Approval of the recommended action will adopt the project plans and specifications and award a Federally funded Highway Bridge Program (HBP) project. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the Wahtoke Creek on Lincoln Avenue Bridge Replacement Project (Project) will be delayed or will not be constructed.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The anticipated maximum construction cost, based on the low bid and including an allowance for contingencies is $1,841,000 [contract ($1,741,429.10) plus change order authorizations ($99,571)]. The Project is 100% Federally funded through the HBP. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning’s Road Org 4510 FY 2019-20 Recommended Budget.
DISCUSSION:
The Project consists of replacing the Wahtoke Creek Bridge on Lincoln Avenue, approximately 0.32 miles west of Buttonwillow Avenue, near the City of Reedley. The timber bridge, originally constructed in 1938 and widened in 1974, will be replaced with a with a new 93-foot single span concrete bridge. The new bridge will be located along the same road alignment at 10-foot higher elevation. Lincoln Avenue will be closed, except to residents, between Frankwood and Buttonwillow Avenues during construction and staging will occur on the roadway.
On June 26, 2019, the Department issued a Notice to Bidders relating to the Project, using the Department’s standard instructions and construction contract template for a transportation project. On July 25, 2019, the Department held a bid opening and received four bids for the Project. American Paving Company’s bid was $1,741,429.10, which is $303,228.23, or 14.83%, lower than the engineer’s estimate of $2,044,657.33. The low bid was lower than the engineer’s estimate due to lower than anticipated prices for builder’s risk insurance, mobilization, concrete, and rock slope protection.

Plans and specifications were prepared by the Department’s design consultant, Biggs Cardosa Associates. It is anticipated that construction will begin in September 2019 and will be completed in April 2020.
