REPORT

The Fresno County Foster Care Standards and Oversight Committee (FCFCSOC) approved amendments to its bylaws by a unanimous vote during its August 7, 2019 board meeting.  It must now go before your Board for approval.

ALTERNATIVE ACTION(S):

Your Board may choose not to approve Recommended Action 1.  Should your Board choose not to approve Recommended Action 1, staff recommends that your Board approve that part of the Amended Bylaws of the Fresno County Foster Care Standards and Oversight Committee that were revised to be consistent with Chapter 2.68 of the Fresno County Ordinance Code related to member attendance at boards, commissions and committees.

FISCAL IMPACT:

The recommended action has no fiscal impact on the County.

DISCUSSION:

The mission of the FCFCSOC is to provide oversight for and promote communication between the Board of Supervisors, the Department of Social Services and its related agencies and the community, with emphasis on providing information and recommendations that make the system more effective and efficient.

The composition of the FCFCSOC board consists of those members appointed by your Board.  Each member of your Board may appoint at least one member and no more than three members.  In addition, your Board designates one of your members as a committee member with the same duties and responsibilities as other committee members.

At the request of your designated committee member, the FCFCSOC approved revisions to Article V - Membership, Section 4 by adding language to allow only the Board of Supervisors member to appoint a single proxy to represent him or her in committee affairs and to vote on all matters when the Board of Supervisor member is not in attendance.

Additionally, it was determined that the FCFCSOC bylaws, as they relate to attendance at FCFCSOC meetings, are inconsistent with Chapter 2.68 of the Fresno County Ordinance Code.  The FCFCSOC approved revisions to Article V - Membership, Section 4 to be consistent with Chapter 2.68 of the Ordinance Code.

Article X - Adoption and Amendment, Section 2 states that the bylaws may be amended by a two-thirds vote of the FCFCSOC board and approval by your Board.  These revisions to the bylaws were unanimously approved by the FCFCSOC board on August 7, 2019.
