SUBJECT: Amendment III with Voiance Language Services, LLC for Telephonic Interpretation Services
RECOMMENDED ACTION(S):
TITLE
Sitting as the In-Home Supportive Services Public Authority Governing Board:
Approve and authorize the Chairman to execute Amendment III to Agreement No. 17-189 with Voiance Language Services, LLC for telephonic interpretation services adding the provision of services to the County Clerk/Registrar of Voters, effective upon execution with no change in term to June 30, 2020 and increasing the maximum by $5,000 to a total of $1,180,578.

REPORT
Approval of the recommended actions will allow the County Clerk/Registrar of Voters to provide access to public services for residents with Limited English Proficiency (LEP). The services are required pursuant to the Civil Rights Act of 1964 and will be funded using State and Federal funds with no increase in Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If the Board does not approve the recommended actions, the County Clerk/Registrar of Voters will be unable to provide legally mandated access to public services.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. Costs for the County Clerk/Registrar of Voters will be offset with Federal Help America Vote Act (HAVA) Grant funds ($5,000). Sufficient appropriations and estimated revenues are included in the FY 2019-20 Recommended Budget for the County Clerk/Registrar of Voters, Org. 2850, and will be included in subsequent budgets.
Total maximum compensation of the recommended agreement is increasing by $5,000. Department contract totals are reflected as follows:

DISCUSSION:
On June 4, 2019, your Board approved a one-year extension to the existing agreement with Voiance to allow sufficient time for the Department of Social Services to issue a RFP for telephonic interpreting services beginning FY 2020-21. Subsequent to approval of the extension, the Department received a request from the County Clerk/Registrar of Voters to be included among the County Departments receiving interpreting services under the existing agreement. The County Clerk/Registrar of Voters has a need for interpretation services in conjunction with elections in November, 2019, and March, 2020. It is anticipated that the County Clerk/Registrar of Voters will also be included in the RFP that the Department plans to issue later this year.
The recommended amendment will be effective upon execution through June 30, 2020. The agreement gives the DSS Director or designee, IHSS Public Authority Executive Director, or DPH Director authority to terminate the agreement without cause upon giving a thirty (30) day advance written notice. Opting out of the agreement by one County department does not affect the agreement as it relates to Voiance Language Services, LLC and the remaining County departments.
