SUBJECT: Response to the 2018-19 Fresno County Grand Jury Final Report No. 2
RECOMMENDED ACTIONS:
TITLE
1. Review the findings and recommendations of the 2018-19 Fresno County Grand Jury Final Report No. 2 and adopt the recommended responses.
2. Order the Board’s responses to the 2018-19 Fresno County Grand Jury Final Report No. 2 be filed with the Presiding Judge of the Superior Court.
REPORT
On July 11, 2019, the Grand Jury filed the 2018-19 Final Report No. 2, which examined the number of commissioners on the First 5 Fresno Commission and the use of Proposition 10 funds to purchase property and build the Lighthouse for Children. The Grand Jury requested responses from your Board to Findings F1-F4 and Recommendations R1-R3, which are within the County’s scope of responsibility. Recommended responses are included in Exhibit A for your Board’s consideration. Upon adoption by your Board, responses will be submitted to the Presiding Judge. This item is countywide.
ALTERNATIVE ACTION(S):
There is no alternative action. California Penal Code, section 933(c) requires that your Board respond to the Presiding Judge within 90 days.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions.
DISCUSSION:
On July 11, 2019, the Grand Jury filed the 2018-19 Final Report No. 2, which examined the number of commissioners on the First 5 Fresno Commission and the use of Proposition 10 funds to purchase property and build the Lighthouse for Children. The Report contains four Findings and three Recommendations. The Grand Jury requested responses from your Board to Findings F1-F4 and Recommendations R1-R3, which are within the County’s scope of responsibility. Recommended responses to the Findings and Recommendations were reviewed by County Counsel and are included in Exhibit A.
California Penal Code, section 933(c) requires your Board respond to the Presiding Judge within 90 days. If adopted by your Board, the responses will be submitted to the Presiding Judge and a copy placed on file with the Clerk of the Board.
