SUBJECT:                     Retroactive Mental Health Training Grant Agreement with the Board of State and Community Corrections

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute a retroactive Mental Health Training Grant Agreement with the Board of State and Community Corrections (BSCC) for the period of May 1, 2019 through September 30, 2020 ($54,000); and

2.                     Adopt Budget Resolution increasing the FY 2019-20 appropriations and estimated revenue in Probation Org 3430 in the amount of $54,000 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended action.  The cost of the Agreement is fully funded by the BSCC Mental Health Training Grant, made available through the Edward Byrne Memorial Justice Assistance Grant Program, a key provider of federal criminal justice funding to state and local jurisdictions.  Funds are made available to local corrections agencies for a statewide mental health training initiative.  The goal of this training initiative is to allow local corrections agencies to provide critical mental health-related training to their personnel from May 1, 2019 through September 30, 2020.  This item is countywide. 

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Probation Department’s mental health-related training to its staff will not be completed.  

RETROACTIVE AGREEMENT:

 

The Grant Agreement effective date was May 1, 2019.  Probation was provided the Grant Agreement for disbursement of the funds on August 16, 2019.  Probation is bringing this to your Board on the first available Board date within the agenda item processing deadlines. 

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions. This Grant funds in the amount of $54,000 will provide mental health-related training for Probation staff.  Any unused portion of the grant will be required to be returned to the State.  There is no match requirement for this grant application.  The recommended budget resolution will increase the appropriations and estimated revenue in Probation’s Adopted FY 2019-20 Org 3430 budget to cover the costs associated with the training.

 

 

 

DISCUSSION:

 

Through the Mental Health Training Grant, the BSCC is making funds available to local corrections agencies for a statewide mental health training initiative.  Funding will be distributed on a per capita basis to local sheriff departments, police departments, and probation agencies for mental health-related training delivered to their Standards and Training Corrections (STC) eligible staff from May 1, 2019 through September 30, 2020.  Each agency will receive $270 per position that will need to be trained. BSCC has provided funding for 200 positions for the Department.  

 

Mental health-related training is broadly defined to include single classes or multiple class courses that include content such as signs and symptoms of mental illness, substance use disorder, trauma-informed care, stigma and bias, crisis intervention, de-escalation techniques, suicide prevention, and other courses with mental health-related content. 

 

The Probation Department began offering this training in August, 2019 to their Deputy Probation Officers who work with youth.  Future classes will be designed to train all staff who work closely with probationers to include the adult and youth populations as well as crime victims.  In the future, the following positions will be included in the training Juvenile Correctional Officers, Senior Juvenile Correctional Officers, Supervising Juvenile Correctional Officers, Probation Services Managers, Division Directors, and additional Deputy Probation Officers.  Training objectives include:  recognizing the effects of traumatic stress and responding appropriately; de-escalating threatening, disruptive, or violent behavior; define coping strategies to better understand the behaviors youth develop to survive traumatic events; and employee emotional wellness.  The training must be STC-certified within the State of California, and completed within the grant award period of May 1, 2019 through September 30, 2020.
