RECOMMENDED ACTION(S):

TITLE

Retroactively authorize the Chief Probation Officer’s previous submittal of a grant application to the California Board of State and Community Corrections (BSCC) for the Title II Juvenile Delinquency Prevention and Intervention Grant Program Funds ($890,562).

REPORT

There is no increase in Net County Cost associated with the recommended action.  A competitive funding opportunity was offered by the BSCC on June 14, 2019.  The proposal is a continuation of the Planned ReEntry Program (PREP) that has been funded by Juvenile Delinquency Prevention and Intervention Grant Program Funds since October 1, 2015. To meet the grant filing deadline of August 9, 2019, the County’s proposal was submitted contingent upon your Board’s approval.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not taken, the submitted grant application will be withdrawn from consideration for funding.  This will result in the loss of needed re-entry services to youth committed to the Juvenile Justice Campus (JJC).

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with the recommended action.  If awarded, this grant will fund contracted reentry case management and supportive services for youth released from custody at the JJC and their families. This grant will provide $296,854 annually to continue to fund the PREP program from December 1, 2019 through November 30, 2022.  A total of $890,562 will be received for the three year grant period. The majority of the grant funds pay for contracted services ($275,760 annually), with the remainder going towards incentives, office supplies and indirect costs.  Although no match is required, the grant application includes the addition of a Deputy Probation Officer (DPO) to supervise participants in this reentry program, which will be funded with Realignment revenue. Appropriations and estimated revenue have been included in the Adopted FY 2019-20 Probation Org 3432 Budget.

 

DISCUSSION:

 

A Request for Proposals (RFP) was released by the BSCC on June 14, 2019. Applicants were limited to units of local government, private nonprofit agencies, organizations, or institutions, or federally recognized Indian tribes.  The Probation Department proposed both in-custody and post-custody reentry case management and supportive services for youth and their families to facilitate transition into the community.  The RFP required the applicants to identify at least one of the following six program purpose areas: aftercare/reentry, alternatives to detention and placement, community based programs, diversions, mental health services, and mentoring, counseling, and training programs.

 

The Probation Department proposal includes both in-custody and post-custody reentry case management and supportive services for youth and their families to facilitate transition into the community. This proposal was chosen as it is a continuation of the PREP that has been funded by Juvenile Delinquency Prevention and Intervention Grant Program Funds since October 1, 2015. The proposed services would begin during confinement and continue post-confinement, during the youth’s re-entry into the community. The grant proposal, if funded, would provide two contracted social workers and two and one-half contracted family support professionals, or “Parent Partners.” A contract is currently in place with Focus Forward to provide the services and to work with Probation and the JJC Partnership to ensure that the reentry case plan addresses the needs and goals of each individual youth. They will also prepare the family to reunite with the youth and to work together with the JJC Partnership and community agencies toward successful reentry.

 

Awards will be announced on approximately November 14, 2019.  If awarded, the Grant Award Agreement will be brought to your Board for approval at a future date.
