SUBJECT:                     Amendment to Agreement with Kings View Corporation for the Projects for Assistance in Transition from Homelessness

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment II to Agreement No. 15-257 with Kings View Corporation for the Projects for Assistance in Transition from Homelessness Program to add a Mobile Outreach Team component using Homeless Mentally Ill Outreach and Treatment one-time State funding, effective upon execution with no change in term to June 30, 2020 and increasing the maximum by $729,000 to a total of $3,619,728.

REPORT

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will increase funding from $590,182 to $1,319,182 for FY 2019-20. The funding increase will allow the provider, Kings View Corporation (Kings View), to address rural outreach needs for adults who have severe mental illness and/or co-occurring disorder and are experiencing homelessness, or at imminent risk of homeless. The mobile outreach team component will be fully funded with California Senate Bill 840 (SB 840) (as enacted - Budget Act of 2018, Chapter 29) Homeless Mentally Ill Outreach and Treatment (HMIOT) grant, with no Net County Cost.  This item is countywide. 

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If the recommended action is not approved, vital outreach services to mentally ill adults who are experiencing homelessness or at risk of homelessness in the rural areas of the County will not be expanded and the HMIOT grant funds will be unavailable to the County.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The increased services will be fully funded by HMIOT grant. The FY 2019-20 annual maximum ($590,182) will increase by $729,000 to a total of $1,319,182. The $729,000 increase results from the Department of Health Care Services (DHCS) HMIOT grant. The prior years will remain unchanged, and the $590,182 for FY 2019-20 will remain funded with DHCS Projects for Assistance in Transition from Homelessness (PATH) grant, Medi-Cal Federal Financial Participation, client rent/transportation reimbursements and a County match of Mental Health Services Act - Community Services and Supports. Sufficient appropriations and estimated revenues are included in the Department of Behavioral Health’s Org 5630 FY 2019-20 Adopted Budget.  Total expenditures will be based on actual services provided.

 

DISCUSSION:

 

On June 16, 2015, the Board approved Agreement No. 15-257 with Kings View to provide mental health and supportive housing services to severely mentally ill adults who are experiencing homeless and/or at risk of homelessness and transition clients into other County or community mental health programs from July 1, 2015 through June 30, 2020.

 

On June 6, 2017, the Board executed amendment No. I to Agreement No. 15-257 with Kings View to increase the contract term maximum by $240,728.

 

On September 11, 2018, the Board approved Resolution No. 18-293 authorizing the Department to apply to DHCS for SB 840 HMIOT funding.

 

On October 2, 2018, DHCS approved one-time funding for HMIOT for the County. The allocation of funds ($729,000) became effective from December 31, 2018 through June 30, 2020. The funding disbursement was received by the County on November 2018.  Since then, the Department engaged with key stakeholders to review existing services and develop a plan using the one-time funding and determined there was a need for additional outreach services in the rural and unincorporated areas of the County.

 

Currently, the County provides outreach to individuals with mental illness who are experiencing homelessness through the Kings View PATH program (Agreement No. 15-257). The proposed expansion of the homeless outreach program would allow Kings View to operate a pilot program for mobile outreach teams using specially equipped vehicles to reach the rural and unincorporated areas of the County. The teams will work to build rapport, develop trust and engage individuals in linkage services.

 

With your Board’s approval, outreach services will be expanded at Kings View PATH program to include regular mobile outreach services in the rural and incorporated areas of the County. The desired outcome of the expanded program will increase the involvement of the individuals experiencing homelessness living with mental illness in recovery and housing programs.

The Behavioral Health Board was  informed of the proposed amendment at their October meeting.
