SUBJECT: Amendment I to Drug Medi-Cal Intergovernmental Agreement No. 18-95145

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the County Behavioral Health Director/Alcohol and Other Drug Program Administrator to execute Amendment A01 to Agreement No. 18-95145 with the California Department of Health Care Services (DHCS), including required certifications, for the provision of substance use disorder services to County residents, effective upon execution by DHCS, with no change in term of January 1, 2019 through June 30, 2021 or compensation amount of $181,657,157.
REPORT
The reason for the amendment is to make minor modifications to various terms and conditions and to update reimbursement rates for certain services. Approval of the recommended action will enable the County to continue to receive State and Federal Drug Medi-Cal (DMC) funds to finance County substance use disorder (SUD) treatment services, with no increase in Net County Cost. County Behavioral Health Director/Alcohol and Other Drug Program Administrator signature authority is requested to remain consistent with Agreement No. 18-95145, approved by the Board of Supervisors on December 4, 2018, and to expedite the signing of documents issued by DHCS related to this agreement that do not result in additional County costs. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. If the recommended action is not approved, the County would not continue to receive State and Federal funding to provide mandated SUD treatment.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The recommended Amendment A01 will provide $181,657,157 in revenues to the County over fiscal years FY 2019-20, 2020-21, and 2021-22 to administer SUD treatment services.
