SUBJECT: Revenue Agreement with Legacy Long Distance International, Inc. to provide Telephone and Video Visitation Services to Inmates in County Jail Facilities

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a revenue Agreement with Legacy Long Distance International, Inc. to provide Local, IntraLata, InterLata and Interstate telephone and video visitation services to inmates incarcerated in County Jail Facilities, effective January 1, 2020, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions.
REPORT
There is no additional Net County Cost associated with the recommended action. Title 15 of the California Code of Regulations requires the Sheriff to develop and implement a plan which allows inmates reasonable access to public telephone service. Approval of the recommended action will allow the Sheriff to comply with these regulations at no cost to the County. The recommended revenue agreement will allow for the receipt of commissions from services provided to inmates by Legacy Long Distance International, Inc.; these funds will be deposited in the Inmate Welfare Trust Fund (IWF) and will be utilized for the benefit of the inmates. This item is countywide.

ALTERNATIVE ACTION(S):

There are no viable alternative actions. Your Board could consider a bid submitted by another vendor that was acceptable by the Request for Proposal (RFP) process, but not recommended.

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended action. According to State Law, Title 15 of the California Code, all revenue generated by inmate telephone services must be deposited in the IWF for the benefit of the inmates.
