SUBJECT: Execute Retroactive Revised Agreement No. 19-524, FY 2019-20 Medi-Cal County Inmate Program
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive revised Agreement No. 19-524 with the California Department of Health Care Services for the FY 2019-20 Medi-Cal County Inmate Program, effective July 1, 2019 through June 30, 2020 ($2,306,967).
REPORT
Approval of the recommended action would authorize the Chairman to execute a retroactive revised agreement with the California Department of Health Care Services (DHCS) for the FY 2019-20 Medi-Cal County Inmate Program (MCIP). Agreement 19-524 was previously executed by the County on October 8, 2019 and had the incorrect State agreement number. This item is countywide.
ALTERNATIVE ACTION(S):
There is no alternative action.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum compensation is $2,306,967 ($126 more than the FY 2018-19 maximum). DHCS will charge the County an annual administrative fee of $6,967, which is based on a methodology specified in the proposed agreement. DHCS will charge the County for the Non-Federal Share of the Medi-Cal fee-for-service reimbursed to medical providers not to exceed $2,300,000. Sufficient appropriations and estimated revenues are included in the Department of Public Health’s Org 5620 FY 2019-20 Adopted Budget.
DISCUSSION:
On October 8, 2019, your Board approved and authorized Agreement No. 19-524 with DHCS in the amount of $2,306,967, which allows the County to participate in MCIP. However, DHCS had initially sent an MCIP Agreement with a State agreement number that had already been issued to another county (DHCS Agreement #19-96152). The error was not discovered until the State received Fresno County’s October 2019 executed signature pages for their execution, at which time the Department was notified that DHCS had issued the County the wrong agreement for execution.
At County Counsel’s direction, the Department returns to your Board with the correct DHCS Agreement (#19-96159) for signature. The only change in the agreement is the DHCS agreement number, all other terms, conditions, and monetary amounts remain the same.
