RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2019-20 appropriation for American Avenue Disposal Site Org 9026 in the amount of $225,000 using American Avenue Disposal Site Enterprise Fund 0700 General Reserves for the purchase of a roll-off truck (4/5 vote); and

 

2.                     Declare four pieces of heavy equipment in Public Works and Planning - American Avenue Disposal Site Enterprise Fund 0700, Org 9026, each with a scrap value exceeding $10,000, to be surplus; authorize the Purchasing Agent to sell the equipment at auction; and, direct that all proceeds be deposited into Enterprise Fund 0700 Subclass 15000.

REPORT

Approval of the recommended actions will provide funds to purchase a new roll-off truck for the American Avenue Disposal Site (AADS) replacing the 2003 Volvo roll-off truck at the site, which has reached the end of its useful, economic life.  Approval of the second recommended action will allow the Department to surplus three track-type dozers and one roll-off truck, which are past their useful economic lives, at AADS and release the equipment for auction. All proceeds from the auction will be deposited into AADS Org 9026. This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. The roll-off truck is beyond its serviceable life and continued use will result in elevated amounts of downtime and increased maintenance expenses.  The four pieces of equipment pending surplus are past their useful economic lives.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with recommended actions. The increase ($225,000) in appropriations using AADS Enterprise Fund 0700, Org 9026 general reserves will pay for the roll-off truck purchase. 

 

DISCUSSION:

 

The County owns and operates AADS, located approximately 26 miles west of the nearest city limits of the City of Fresno on American Avenue in the City of Kerman.

 

AADS is a regional landfill open to the public. In 2003, AADS completed construction of a facility for use by self-haulers. This allowed self-haulers to unload into roll-off bins away from the active area, thereby minimizing safety hazards and risk associated with unloading next to commercial refuse trucks and landfill heavy equipment. Department staff operate the 2003 Volvo roll-off truck daily to transport roll-off bins from the facility to the active area of the landfill. The replacement truck is necessary to ensure that all roll-off bins are emptied daily to keep up with the demand for the self-haul facility.

 

Currently, two roll-off trucks are operated at AADS, the 2003 Volvo and a 2009 Volvo. The 2003 Volvo (#0049) is beyond its serviceable life and must be replaced to avoid high maintenance costs and increased downtime.

 

With your Board’s approval of the recommended actions, the Department will be able to replace the 2003 Volvo roll-off truck and surplus four pieces of heavy equipment, each of which is past its useful economic life. On August 6, 2019, your Board approved the replacement of the three track-type dozers (#0004, #0005, and #0018).
