SUBJECT: Budget Resolution for Capital Projects - Parks
RECOMMENDED ACTION(S):
TITLE
Adopt Budget Resolution increasing FY 2019-20 appropriations for the Capital Projects - Parks Org 8867 in the amount of $1,947,000 to be used (i) for the necessary trimming or removal of several trees along Kearney Boulevard, (ii) to complete a variety of necessary deferred maintenance projects in various parks and Liberty Veteran’s Cemetery throughout the County, and (iii) to hire a contractor to assist with digitization and indexing of critical County historical documents, using funds appropriated as a transfer out in Interest and Miscellaneous Expenditures Org 2540 (4/5 vote).
REPORT
Approval of the recommended action will provide Org 8867 with the necessary appropriations to receive the transfer from Org 2540. The funding will be used to complete a variety of projects, which are outside of the regular operations and maintenance of County parks and cemeteries. This item is countywide.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended action, in which case the necessary projects described herein would not be commenced or completed.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The Interest and Miscellaneous Expenditures Org 2540 FY 2019-20 Adopted Budget includes appropriations for a Transfer Out to Capital Projects - Parks Org 8867 in the amount of $1,947,000 to fund various parks projects. Org 8867 included sufficient estimated revenues. Approval of the recommended action will increase appropriations in Org 8867 to receive the Transfer In from Org 2540.
DISCUSSION:
The Department of Public Works and Planning was notified during the 2019-20 budget process that the County Administrative Office had recommended appropriations in the amount of $1,947,000 for various Parks projects for which funding had previously been requested by the Department to be transferred into a new Capital Projects - Parks Org 8867, instead of General Fund Public Works and Planning - Parks Org 7910.
Department staff provided a list of necessary projects to the CAO during the FY 2019-20 budget process, for which the CAO recommended and your Board approved funding for the following Parks projects:
• Kearney Boulevard tree trimming and removal;
• Avocado Lake Park septic system improvements;
• Winton Park pit toilet replacement;
• Preservation of historic survey and map records;
• Avocado Lake Park, Choinumni Campgrounds, and Winton Park access road repairs;
• Choinumni Park new picnic shelter;
• Liberty Veteran’s Cemetery reclaimed water project;
• Laton-Kingston Park restroom renovations;
• Skaggs Bridge Park restroom addition; and
• Kearney Park roads, walls, and shelter repairs.
The detailed list, estimated costs, and locations are included in Attachment A, with the highest estimated cost for necessary trimming or removal of several trees along Kearney Boulevard ($500,000). The remainder ($1,447,000) will be used for necessary maintenance projects at six parks and Liberty Veteran’s Cemetery, and to contract an agency to assist with digitization and indexing of critical County historical documents like plans, maps and survey documents countywide. All the projects are above and beyond the normal operation and maintenance conducted at County parks and cemeteries.
With the Board’s approval of the recommended action, Department staff plans to commence or complete the projects by the end of the fiscal year.
