SUBJECT: Agreement with the City of Fowler (CDBG 19231)

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Agreement with the City of Fowler for the Fowler Panzak Park ADA Restroom, Community Development Block Grant Project No. 19231, effective upon execution through March 12, 2021 ($304,240).
REPORT
Approval of the recommended action will provide Community Development Block Grant (CDBG) funding for the Fowler Panzak Park ADA Restroom Project (Project), included in the County's 2019-20 Action Plan for CDBG funds, approved by your Board on June 4, 2019. The Project cost is estimated at $304,240, and consists of replacing the existing park restroom with a prefabricated restroom meeting Americans with Disabilities Act (ADA) standards, located at Panzak Park, on the north side of Merced Street between 2nd and 3rd Streets in the City of Fowler (City). The County will provide $116,444 in CDBG funds for the Project. The City will provide a local financial contribution of $187,796 in excess of the CDBG funds, necessary to complete the Project by March 12, 2021. This item pertains to a location in District 4.

ALTERNATIVE ACTION(S):

Your Board may direct the City to propose a different eligible use for its CDBG funds; however, a different use would require an amendment to the County's 2019-20 Action Plan for CDBG funds.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The total estimated Project cost is $304,240, which includes construction; design and construction engineering; and contingency, permits, and miscellaneous. CDBG funds in the amount of $116,444 are included in the Department of Public Works and Planning - CDBG Org 7205 FY 2019-20 Adopted Budget. The County provides the funds on a reimbursement basis.
