SUBJECT: Retroactive Master Agreement with Various Contractors for the Provision of Permanent Supportive Housing Services

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a retroactive Master Agreement with various contractors for Permanent Supportive Housing Services, effective January 1, 2020, not to exceed four and a half consecutive years, which includes a two-and-half-year base contract with two optional one-year extensions, total not to exceed $675,000.

2. Authorize the Director of the Department of Behavioral Health, or designee, to add and/or delete qualified contractors to the Master Agreement, as necessary.
REPORT
Approval of the recommended actions will allow the Department of Behavioral Health to assist clients with accessing Permanent Supportive Housing (PSH) services provided through the Department of Housing and Urban Development's (HUD) Continuum of Care (CoC) Grant program. The Department will provide a portion of operating costs for up to 24 housing units occupied by clients. This item is countywide.

ALTERNATIVE ACTION(S):

If your Board does not approve the recommended actions, the Department will need to seek alternative funding to support the clients or discontinue providing PSH services.

RETROACTIVE AGREEMENT:

The proposed agreement is retroactive to January 1, 2020 due to an extended Request for Proposal (RFP) and contracting process. The prior agreement expired on December 31, 2019.

FISCAL IMPACT:

There is no increase to Net County Cost associated with the recommended actions. The maximum compensation from January 1, 2020 through June 30, 2021 is $75,000; $675,000 for the term of the agreement.
