SUBJECT: Budget Resolutions - CalHOME Program

RECOMMENDED ACTION(S):
TITLE
1. Adopt Budget Resolution increasing FY 2019-20 appropriations for Public Works and Planning - CalHOME Reuse Account, Fund 0086, Subclass 17504, Org 1204, in the amount of $450,000 (4/5 vote); and

2. Adopt Budget Resolution increasing FY 2019-20 appropriations and estimated revenues for Public Works and Planning - Grants Org 5512 in the amount of $450,000 to use for affordable single-family housing developments (4/5 vote).
REPORT
Approval of the recommended actions is necessary to allow the use of the funds for affordable single-family housing development projects in the unincorporated areas of the County. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board may choose to not approve the recommended actions; however, CalHOME Reuse Account funds would remain unallocated, and unavailable for use in FY 2019-20.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended actions. Approval of recommended actions will increase appropriations and corresponding estimated revenues for FY 2019-20 for the Department of Public Works and Planning - CalHOME Reuse Account Org 1204, and corresponding Department's - Grants Org 5512. The CalHOME Reuse Account currently has in excess of $450,000, which must be moved to the CalHOME Grant Program to enable its use for affordable single-family housing development projects.

DISCUSSION:

The funding for the CalHOME Program is a result of payments from a series of closed grants provided by the State to the County, which were used for zero-interest loans for repairs or down-payment assistance to eligible low-income homeowners in the unincorporated areas of the County.
