SUBJECT: Amendment to Agreement with Integrated Voting Systems, Inc. and Amendment to Agreement with Toppan Merrill Inc.
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Amendment III to Agreement No. 15-584 with Integrated Voting Systems, Inc., (IVS) for ballot printing, vote by mail processing and vote by mail envelope services, effective upon execution, extending the term by one year from July 1, 2020 through June 30, 2021 and increasing the maximum by $960,000 to a total of $3,730,000.
2. Approve and authorize the Chairman to execute Amendment III to Agreement No. 15-369 with Toppan Merrill Inc., (Merrill) for voter information guides and sample ballot booklets effective upon execution, extending the term by one year from July 1, 2020 through June 30, 2021 and increasing the maximum by $800,000 to a total of $4,220,000
REPORT
Approval of the recommended actions will allow County Clerk/Elections Department to extend the agreements by one year to allow time to issue Requests for Proposals (RFP) for both services and recommend vendors. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, County Clerk/Elections will not be able to procure critical election material from these vendors for the November General Election.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the approval of the recommended actions. Sufficient appropriations are included in the Department’s FY 2019-20 Adopted Budget for the $160,000 current year increase for IVS and the $50,000 current year increase for the Merrill agreement. Increased cost for subsequent years will be included in future budget requests.
DISCUSSION:
County Clerk/Elections is in the process of implementing the most significant changes to voting in Fresno County in more than a century. In addition to testing and deployment of new voting equipment and systems, the Department will be implementing the Voters Choice Act model for the March 2020 Presidential Primary Election. This process has included the identification of over fifty new voting locations, extensive public outreach, recruitment and training of election workers, and extensive planning for all facets of the election. These efforts continue to require an unprecedented level of commitment and diligence from the Department.
The Agreements with Merrill and IVS are both slated to expire June 30, 2020. Given the term date of these agreements, a Request for Proposals process for these services would coincide with the peak election activities for the March Presidential Primary Election. Considering staff workload, the Department believes extending the term of these agreements is critical to ensuring a successful March Primary and November General Election. Extending the term of these agreements will also allow the Department to dedicate the necessary staff time to a competitive bidding process for these critical services after the November Presidential Election. The County Administrative Officer supports this item.
