SUBJECT: Agreement with Pacific Publishing Group Inc., dba, The Business Journal
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a countywide agreement with Pacific Publishing Group, Inc., dba, The Business Journal, for the publication of legal notices effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $850,000.
REPORT
Approval of the recommended action will authorize Pacific Publishing Group Inc., dba, The Business Journal (Journal) to provide the publishing of legal notices for various County of Fresno departments on an as-needed basis. This item is countywide.
ALTERNATIVE ACTION(S):
There is no alternative action. Should the Board not approve the recommended action, County departments would pay non-contracted rates to post legal notices in a publication of general circulation, as required by applicable statutes.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Expenditures under the proposed Agreement are budgeted in each requesting department's individual budget using account 7325, Publications & Legal Notices.
DISCUSSION:
Various statutes (e.g., Government Code, Probate Code, Revenue and Taxation Code) require the publication of legal notices in a publication of general circulation. The Fresno Bee and the Business Journal are the two publications of general circulation covering Fresno County. With the guidance of the Internal Services Department - Purchasing Division, staff requested from these two publications their cost of publishing based on the price per column inch. Staff recommends the proposed Agreement with the Journal due to its cost being lower than that of the Fresno Bee ($28 per column inch, compared to $200 per column inch).
