SUBJECT:                     Affiliation Agreement with Touro University California

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Affiliation Agreement with Touro University California to provide educational and training experiences and observational opportunities through County facilities for students, effective February 25, 2020, for a period of one-year ($0).     

REPORT

There is no Net County Cost associated with the recommended action. This agreement will provide students from Touro University California with educational, training experiences, and observational opportunities with the County of Fresno. The recommended action will be effective February 25, 2020, through February 24, 2021, with the option of an extension for two (2) additional twelve (12) month periods.  This item is countywide. 

 

ALTERNATIVE ACTION(S):

 

There are no alternative actions. Should the recommended action not be approved, there will be no educational, or training experiences, and observational opportunities at County facilities for Touro University California students.  

 

FISCAL IMPACT:

 

There is no increase in Net County Cost or County match associated with the recommended action. 

 

DISCUSSION:

 

Touro University California operates the College of Education and Health Sciences (CEHS), the College of Osteopathic Medicine (COM), and the College of Pharmacy (COP) in Vallejo, California and operates a branch campus in Henderson, Nevada.  Touro University California desires that its students obtain practical educational and training experiences and observational opportunities at the facilities through participation in an affiliation program. 

 

A former employee of the Department of Public Health (Department) left County service to further her education at Touro University California.  This agreement would allow her to come back to the County and continue her educational and training experiences, as well as continue to serve our population.  We believe that once her education is complete, she’ll continue serving Fresno County and the Valley with her skillset.   

 

The Department’s core purpose is the promotion, preservation, and protection of the well-being of the community and to ensure the optimal health of the public. The Department accomplishes this through identifying community health needs, assuring the availability of quality health services and providing effective leadership in developing public health policies. 

 

The Department will assign the participating student(s) with the following job duties:

                     Injections

                     Blood Draws

                     Assessments of patients

                     Need verification or sign-off on clinical skills

                     Home Visits

                     Research to get a good understanding of community resources and provider referrals

                     Health Education

                     Emergency response to clinical reaction to medication and vaccines

 

The recommended Agreement is for a one (1) year term and may be extended for two (2) additional twelve (12) month periods upon written approval of both parties.  The agreement can be terminated by mutual written agreement of the parties or without cause upon thirty (30) days prior written notice by either Party.  Upon approval by your Board, the recommended action will be effective upon execution.
