SUBJECT:                     Amendment to Master Agreement for Pump and Motor Repairs

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute First Amendment to Master Agreement No. 16-651 for pump and motor repairs to add Shaver Lake Construction, Inc., effective upon execution with no change in compensation amount or term to October 31, 2021 ($3,000,000).

REPORT

Approval of the recommended action would add a contractor to the Master Agreement ensuring that County Service Area’s (CSAs) and Waterworks District’s (WWDs) water and wastewater systems have a contractor who can respond timely to emergency pump and motor repairs in the mountain area.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board could choose not to approve the recommended amendment; however, doing so would hinder the ability for pump and motor repairs to CSAs and WWDs water and wastewater systems in the mountain area, negatively affecting operations and increasing repair cost due to the significant travel distance for other existing contractors.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The maximum annual compensation will remain at $600,000 with a maximum compensation for the full five-year term totaling $3,000,000.  The Departments of Public Works and Planning and Internal Services which utilize the Master Agreement must have sufficient appropriations and estimated revenues to cover the cost of work requested before the work is initiated.  If additional appropriations are required, staff of impacted Departments will return to your Board for approval.  The Department of Public Works & Planning, Resources Division is also adding the Parks Section to the Agreement, Orgs. 7910 and 8867.

 

DISCUSSION:

 

Master Agreement No. 16-651 was approved by the Board on November 15, 2016 and is utilized by the Departments’ staff for routine and emergency on-site and in-shop pump and electrical motor repair, service, parts and supplies. Due to the diversity of needs in both Departments, services were divided into two groups:

 

                     Group I provides on-site repair, represents the needs of Public Works and Planning - Resources Division, and is divided into Valley, Mountain, Western County District Facilities and Disposal Sites; and,

                     Group II represents the needs of Internal Services - Facility Services Division.

 

When choosing a contractor on the Master Agreement, Department staff use their knowledge and experience of each facility, situation and type of equipment involved to place service requests.

 

Currently, the mountain area for Group I has one local contractor that can respond to emergency services in a timely manner.  As the contractor is close to retirement, adding Shaver Lake Construction, Inc. to the Master Agreement will ensure that the mountain area will continue to have a contractor that can respond to emergency situations in a timely manner.
