SUBJECT: Reject Bids for Contract No. 19-18-CD, Wastewater Treatment at the El Porvenir and Cantua Creek Facilities

RECOMMENDED ACTION(S):
TITLE
Reject all bids for Contract 19-18-CD, Wastewater Treatment Improvements at the El Porvenir and Cantua Creek Facilities, Community Development Block Grant Project No. 18291 and 18091.
REPORT
Approval of the recommended action will reject the bid received for the proposed Wastewater Treatment Improvements at the El Porvenir and Cantua Creek Facilities project (Project). These facilities serve County Service Area Nos. 30 (El Porvenir) and 32 (Cantua Creek). The Community Development Block Grant (CDBG) program made funding available for the Project, but it is an insufficient amount to cover the bid. This item pertains to locations in District 1.

ALTERNATIVE ACTION(S):

There is no viable alternative action, as the allocated CDBG funding does not provide sufficient funds to construct the improvements, based on the bid.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. All costs incurred for the Project were funded through the CDBG program.

DISCUSSION:

The planned work for the Project consists of adding headworks, replacing the aeration systems, and installing a flow metering system at each of the wastewater treatment plants. Additionally, at El Porvenir, the pond liner requires repair and the levee adjacent to the aeration pond will need to be regraded.

On June 5, 2018, the Board approved $500,000 for the Project ($250,000 for each facility), as part of the 2018-19 Action Plan using CDBG funds, which is not enough to cover the amount of the bid received.
