RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2019-20 appropriations and estimated revenues in the amount of $161,619 for Sheriff-Coroner-Public Administrator Org 3111 for the purchase and up-fitting of vehicles (4/5 vote).

REPORT

There is no increase in Net County Cost associated with this action.  The Sheriff’s Office receives accumulated proceeds from the sale of surplus Sheriff vehicles and has also received a settlement from an insurance company for a total of $161,619 that can be used to purchase replacement vehicles.  Using these two funding sources, approval of the recommended action will allow the Sheriff’s Office to purchase vehicles for undercover operations.  This item is countywide.

ALTERNATIVE ACTION(S):

The County can defer the purchase of replacement vehicles; however, this delay will likely result in higher maintenance costs and fewer future vehicles purchased as costs for new vehicles will continue to escalate.

FISCAL IMPACT:

There is no increase in Net County Cost associated with this action.  This vehicle purchase will utilize proceeds from the sale of surplus vehicles in the amount of $136,619, and an insurance settlement in the amount of $25,000.  Approval of the recommended action will increase the FY 2019-20 appropriations in the Sheriff-Coroner-Public Administrator’s Org 3111 in the amount of $161,619 and estimated revenues in the amount of $161,619 for the purchase and up-fitting of vehicles.  Operating costs for the replacement vehicles are included in the Sheriff-Coroner-Public Administrator’s Org 3111 Adopted Budget for FY 2019-20 and will be included in future budget requests.

DISCUSSION:

The Sheriff’s Office maintains a fleet of patrol and non-patrol vehicles to provide a law enforcement presence for the unincorporated areas of the County’s 6,000 square miles.  The Sheriff’s Office requests approval to purchase four vehicles.  These vehicles will be utilized to replace aging vehicles within the Special Investigation Task Force for undercover operations.  All vehicles will be up-fitted with the necessary and proper equipment.
