SUBMITTED BY:                     Jean M. Rousseau, County Administrative Officer

SUBJECT:                     Amendment to 2020 Fresno County Federal Legislative Platform

RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the 2020 Fresno County Federal Legislative Platform.

REPORT

The Legislative Platform is a statement of the goals and priorities of the Fresno County Board of Supervisors and establishes the basis for its advocacy efforts with Congress and Federal agencies.  The recommended action amends the 2020 Federal Legislative Platform to add a bullet regarding law enforcement working seamlessly with Federal and State agencies.  This item is countywide.

ALTERNATIVE ACTION(S):

If your Board chooses to not amend the platform, it would remain as adopted by your Board on February 25, 2020.

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended actions.

DISCUSSION:

The Federal Legislative Platform is used by County officials and staff as policy guidelines for legislative action and to facilitate timely responses to requests from the County’s Federal Legislative Delegation, the County’s Washington Lobbyist, and interested citizens.  On February 25, 2020, your Board approved recommended changes to the Federal Legislative Platform, which was last updated on February 26, 2019.  Your Board also directed staff to work with County Counsel, the District Attorney, the Sheriff, and Supervisors Magsig and Brandau on the proposals that were presented in the meeting and return to the Board with an amendment to the Federal Legislative Platform.

After review and discussions regarding the proposals presented on February 25, 2020, it is recommended the following bullet be added to the Federal Legislative Platform as highlighted in Attachment A2:

Criminal Justice and Public Protection

                     Support legislation and regulations which allow law enforcement to work seamlessly between Federal and State agencies, including addressing policies that hamper the ability to combat drug and human trafficking.

Approval of the recommended action will amend the current Federal Legislative Platform.  In addition, the recommended actions approved on February 25, 2020 authorize the Chairman to execute letters of support or opposition in accordance with the platform and allow the County Administrative Office to express your Board’s position on legislation in accordance with the platform.
