SUBJECT:                     Sheriff Inmate Welfare Fund Purchase

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing the FY 2019-20 appropriations and estimated revenues for Sheriff-Coroner-Public Administrator Org 3111 in the amount of $19,000 for the purchase of one PRE5 Inmate Clothing Vacuum Sealer (4/5 vote); and

2.                     Adopt Budget Resolution increasing the FY 2019-20 appropriations for Special Revenue Fund Sheriff-Coroner-Public Administrator Inmate Welfare Fund Org 1500 in the amount of $19,000 (4/5 vote).

REPORT

There is no additional Net County Cost associated with the recommended actions. The Sheriff’s Office will use funding from the Inmate Welfare Trust Fund (IWF) to purchase one PRE5 Inmate Clothing Vacuum Sealer system to store inmate property in a more efficient, hygienic, and secure way.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the Sheriff’s Office will not be able to purchase the PRE5 Inmate Clothing Vacuum Sealer System. This will reduce the Department’s ability to ensure sanitary and safe storage of inmate property.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended action will increase the FY 2019-20 appropriations and estimated revenues for the Sheriff’s Org 3111 in the amount of $19,000 through an Operating Transfer In to cover the costs associated with purchasing one PRE5 Inmate Clothing Vacuum Sealer. Approval of the second recommended action will increase the FY 2019-20 appropriations in the amount of $19,000 as an Operating Transfer Out in the Sheriff’s Org 1500 to allow for this purchase.

 

DISCUSSION:

 

The Sheriff’s Office is responsible for the handling and storage of inmate property. With over 3,000 inmates in custody, it is important to ensure that inmate property is stored in an efficient, hygienic, and secure way. A conveyor system was used for inmate property storage at the Fresno County Jail for about 10 years, this system was recently removed and a new conveyor system is estimated to cost $260,000, if not more, plus a minimum of $10,000 a year in maintenance costs. Fresno County Jail currently does not have a system in place to provide and ensure sanitary and safe storage of inmate property.

 

The PRE5 Inmate Clothing Vacuum Sealer system is a viable solution to saving space and storing the necessary amount of inmate personal clothing. The system vacuum packs clothing in a vacuum bag that takes up less than 1/2 the space that current systems use, while eliminating odors and isolating bedbugs and other vermin. This system will solve the space issues experienced at the Fresno County Jail as it will allow staff to store inmate property in a more efficient, hygienic, and secure way. If approved, Sheriff’s Office staff will consult with the Internal Services Department’s Purchasing Division in the procurement of the system.
