SUBJECT:                     Two-Way Stop at Sixth Street and Mayfair Drive

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution designating the intersection of Sixth Street and Mayfair Drive a stop intersection and authorizing Stop signs at the intersection, stopping northbound and southbound traffic on Sixth Street, making it a two-way stop.

REPORT

Approval of the recommended action will allow the installation of Stop signs at this location, improving traffic safety by requiring vehicles on Sixth Street to stop in the northbound and southbound directions. This item pertains to a location in District 3.

 

ALTERNATIVE ACTION(S):

 

Sixth Street and Mayfair Drive is currently an uncontrolled intersection, so if the recommended action is not approved by your Board, the traffic controls at this intersection will remain unchanged and Sixth Street and Mayfair Drive will remain an uncontrolled intersection.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The estimated cost for the two-way stop is $560 for materials and $90 for equipment and labor that will be performed by Department of Public Works and Planning personnel.  Sufficient appropriations and estimated revenues are included in the Department’s Roads Org 4510 FY 2019-20 Recommended Budget.

 

DISCUSSION:

 

Sixth Street and Mayfair Drive are two-lane county roads that intersect at the city limits of the City of Fresno.  The intersection of Sixth Street and Mayfair Drive is under shared jurisdiction between the County and the City of Fresno, with the west leg and west side of the north and south leg under City jurisdiction.  The City concurs with the County’s proposal to add a two-way stop at the intersection, stopping northbound and southbound traffic on Sixth Street.  The speed limit for Sixth Street and Mayfair Drive defaults to 25 Miles Per Hour (MPH).

 

Sixth Street has a northerly and southerly alignment and is a through road at Mayfair Drive.  The pavement width measures approximately 36 feet wide.  There are no signs or pavement markings present on Sixth Street.  The traffic volume is 300 Vehicles Per Day (VPD).

 

Mayfair Drive has an easterly and westerly alignment and is a through road at Sixth Street.  The pavement width measures approximately 36 feet wide.  There are no signs or pavement markings present on Mayfair Drive.  The traffic volume is 200 VPD.

 

Two-way stop control can be useful as a safety measure at intersections where certain traffic conditions exist.  When the Department considers two-way stop control at an intersection, the Department will conduct an engineering study.  Based upon the information gathered during the engineering study, the Department will make a recommendation regarding the installation of Stop signs.  Criteria considered in an engineering study may include collision history, traffic volume, traffic delays, or any combination of the foregoing.

 

The study performed at this intersection indicates that stop sign installation for northbound and southbound Sixth Street will improve traffic safety at this intersection.

 

OTHER REVIEWING AGENCIES:

 

The City of Fresno was notified on April 24, 2020 about the need for the installation of a two-way stop at the shared jurisdiction of the intersection of Sixth Street and Mayfair Drive.  The City of Fresno concurs with the County’s assessment for the installation of stop signs for northbound and southbound Sixth Street.
