SUBJECT:                     Recovery Residences Master Agreement with Various Contractors

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute a Master Agreement with various contractors for Recovery Residences services, effective July 1, 2020, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $5,000,000.

 

2.                     Authorize the Director of the Department of Behavioral Health, or designee, to add and/or delete contractors to the Master Agreement, as necessary.

REPORT

Approval of the first recommended action will allow the Department of Behavioral Health to assist clients with accessing Recovery Residences while they are engaged in substance use disorder (SUD) treatment services.  Approval of the second recommended action will allow the Director of Behavioral Health to add or remove contractors from the Master Agreement to meet the service needs of the community. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If your Board does not approve the recommended actions, the Department will not be able to provide Recovery Residences to clients engaged in SUD treatment and will discontinue providing Recovery Residence services.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The maximum compensation of the agreement is $5,000,000. Cost is based upon actual usage of the Recovery Residence services at a daily rate established by each contractor. The recommended agreement will be financed with Behavioral Health Realignment funds. Sufficient appropriations and estimated revenues ($1,000,000) will be included in the Department’s Org 5630 FY 2020-21 Recommended Budget and will be included in future budget requests.

 

DISCUSSION:

 

Recovery Residences offer a supportive housing service, free of alcohol and drugs, for individuals who are currently seeking substance use disorder treatment or in a period of recovery immediately following successful completion of a substance use disorder treatment program. Recovery Residences provide a sober, safe, and healthy living environment that fosters sustained recovery from alcohol and drug use by promoting autonomy and self-improvement as well as providing connections to peer and community resources. Recovery Residences services are currently offered to men and women by three contractors: Turning Point of Central California, Inc. (Turning Point), WestCare California, Inc. (WestCare), and Mental Health Systems, Inc. (MHS).

 

On February 14, 2020, the Department through the Internal Services Department - Purchasing Division (ISD - Purchasing) issued a Request for Proposal (RFP) #20-042 for Recovery Residences, which closed on March 11, 2020. The Department received two proposals which were accepted by ISD - Purchasing. The accepted proposals were from Turning Point and WestCare.

 

A review committee was established comprised of staff from the Department, a community member, and a staff member from the Department of Social Services. The proposal was reviewed and ranked according to ISD - Purchasing Division guidelines based on a combination of proposal content, quality of proposed services, and experience in providing Recovery Residence services to the target population. The committee came to a consensus and recommended awarding services to Turning Point and WestCare due to their level of experience and knowledge about the target population and their capacity to provide the requested services.

 

Housing continues to be identified as a critical need for clients, the recommended Master Agreement will allow the Department the flexibility to add vendors to increase capacity, if the demand for services materializes. Turning Point and WestCare will be reimbursed a daily rate based on actual usage.

 

The recommended Master Agreement provides for termination due to non-allocation of funds upon giving 30-days advance written notice to the contractors and provides for termination without cause by the County upon giving 30-days advance written notice to terminate.
