RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Infrastructure Funding Agreement between the Fresno Regional Workforce Development Board and the County of Fresno Department of Social Services for the provision of workforce development services, effective July 1, 2020 through June 30, 2021, total not to exceed $47,932.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow the Fresno Regional Workforce Development Board (FRWDB) to continue operation of the Fresno-based America’s Jobs Centers of California (AJCC) in accordance with the Workforce Innovation and Opportunity Act (WIOA). The AJCC will continue to provide workforce development services to residents of Fresno County. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no alternative action. The recommended IFA is an exhibit of the previously approved WIOA Memorandum of Understanding (MOU) and is required to be reviewed, renegotiated, and renewed every year. If the IFA is not executed with each mandated partner by July 1, 2020, Fresno County will be out of compliance with WIOA requirements and could lose funding for WIOA activities that benefit job-seeking residents.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The maximum amount of the Agreement ($47,932) will be offset with State and Federal Social Services funds ($41,281), County match comprised of 2011 Realignment ($4,292), 1991 Realignment ($2,076) and budgeted Net County Cost ($283) for the General Relief share. This is an increase of $4,819 from last years’ IFA, and accounts for a slight increase in standard business and operational costs. Sufficient appropriations and estimated revenues have been included in the FY 2020-21 Recommended Budget for the Department of Social Services, Organization 5610, and will be included in subsequent budget requests.

 

DISCUSSION:

 

The WIOA mandates that certain Federal, State, and local agencies formally partner with local Workforce Development Boards to streamline the delivery of employment services and leverage resources from multiple sources to better serve the community. A 3-year MOU for WIOA services was approved by the County of Fresno Board of Supervisors (Board) on June 4, 2019.

 

The WIOA also requires that each co-located partner contribute to shared infrastructure costs related to operation of the AJCC. Entities designated as collocated partners at the Manchester Center AJCC, aside from the FRWDB, include the California Department of Rehabilitation, County of Fresno Department of Social Services, and State of California Employment Development Department. Operational costs are incorporated into the MOU as an IFA which is reassessed and brought back to the Board for approval annually. The IFA for FY 2019-20 was approved as part of the MOU on June 4, 2019. The recommended IFA will establish the budget for FY 2020-21. A third and final IFA will be brought back to the Board next year for FY 2021-22.

 

The recommended IFA is based on the template approved by the Board at its meeting on May 7, 2019.
