SUBJECT: Budget Transfer for Federal CARES Act Small Business Grant Program
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Clerk of the Board to execute Budget Transfer No. 22 transferring FY 2019-20 appropriations within the County Administrative Office-General Fund 0001, Subclass 10000, Org 3663 ($5,200,000), from Account 7910 (Operating Transfers Out) to Account 7295 (Professional and Specialized) ($200,000) and Account 7845 (Support of Organizations) ($5,000,000) for the payment of the Fresno County Helping Underserved Businesses Grant Program and related expenditures.
REPORT
Approval of the recommended action will transfer existing appropriations from Account 7910 (Operating Transfers Out) to Account 7295 (Professional and Specialized) and Account 7845 (Support of Organizations) for the payments of grants to businesses under the Fresno County Helping Underserved Businesses (HUB) Grant Program.
ALTERNATIVE ACTION(S):
If the recommended action is not approved by your Board, the Auditor-Controller/Treasurer-Tax Collector will be unable to make the payments to individuals who applied and were selected to receive HUB Grant funding through the County as well as the related expenditures to administer the program.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action, which will allow the Department to transfer funds within the FY 2019-20 Adopted Budget Org 3663. Budget Transfer No. 22 is requested to transfer appropriation in the amount of $5,200,000 from Account 7910 (Operating Transfers Out) to Account 7910 (Professional and Specialized) and Account 7845 (Support of Organizations). Sufficient appropriations and estimated revenues are included in the County Administrative Office-Account 3663 FY 2019-20 Adjusted Budget. These funds are fully funded by the Federal Corona Aid, Relief, and Economic Security (CARES) Act.
DISCUSSION:
On May 12, 2020 your Board approved the Fresno County HUB Grant Program using up to $5,000,0000 in CARES Act funding to provide grant funding for small businesses impacted by COVID-19 and authorized the County Administrative Officer to enter into agreements with Access Plus Capital and Fresno County Economic Development Corporation for the administration of the program.
This item establishes the appropriations to be able to make the payments to the grant recipients in an amount up to $5,000,000 and to the related vendors in an amount up to $200,000 for the administration of the program.
