RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to waive the competitive bidding process under Administrative Policy 34 (contract with a federal, state or local governmental agency) for educational counseling and training services for California Work Opportunity and Responsibility to Kids Welfare-to- Work clients.

 

2.                     Approve and authorize the Chairman to execute an Agreement with the State Center Community College District for educational counseling and training services, effective July 1, 2020, not to exceed five consecutive years, which includes a one-year base contract and four optional one-year extensions, total not to exceed $2,000,000.

REPORT

There is no increase to Net County Cost. Approval of the recommended actions will allow the Department to contract with the State Center Community College District (SCCCD) to provide educational counseling services at Fresno City College (FCC), Reedley College (RC), and Clovis Community College Center (CCCC) campuses to provide support to California Work Opportunity and Responsibility to Kids (CalWORKs) Welfare to Work (WTW) clients, leading to better educational outcomes and ultimate self-sufficiency. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board could choose not to fund this agreement. If your Board should choose not to approve the recommended actions, the Department will not be able to provide enhanced on-campus educational counseling to CalWORKs WTW participants. Additionally, the funding would need to be redirected to other WTW program services provided by the Department.

 

SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:

 

The Department is requesting your Board waive the competitive bidding process, consistent with Administrative Policy No. 34 as SCCCD is a governmental agency. The ISD - Purchasing concurs with the Department's request to waive the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. If approved, the aggregate maximum compensation is $2,000,000 over the five years of the Agreement. All costs will be 100% offset using CalWORKs Single Allocation funds. Sufficient appropriations and revenues will be included in the FY 2020-21 Recommended Budget for the Department of Social Services, Org 5610, and will be included in subsequent years’ recommended budgets.

 

The County has a required Maintenance of Effort (MOE) ($4,022,882) for the CalWORKs Program in FY 2020-21. Once the MOE has been met, all expenses over and above that amount will be 100% funded with State and Federal dollars up to the amount of the annual CalWORKs Allocation. Social Services Realignment funds will be utilized to meet the CalWORKs MOE.

 

DISCUSSION:

 

SCCCD is the California Community College District that oversees the operations of FCC, RC and CCCC campuses. Services provided by SCCCD include enrollment assistance, educational counseling services, and specialized courses specifically for CalWORKs clients. Additionally, the contract also permits for co-location of DSS and SCCCD staff at each of the three campuses at no cost to the County. This allows for students who participate in WTW to receive comprehensive services from both the Department’s Job Specialist and SCCCD counseling staff, which leads to better educational outcomes and eventual self-sufficiency. 

 

During each fiscal year, approximately 500 CalWORKs clients will enroll at the three campuses. Clients receives an orientation regarding the program of interest and is assisted with completing necessary forms for enrollment. During the academic term, SCCCD staff meets with WTW clients to evaluate progress and determine if additional assistance is needed by the client. If necessary, clients are referred to the Department for further assistance with issues that may interfere with success.

 

Upon approval by your Board, the recommended agreement will be effective July 1, 2020 through June 30, 2021, plus four optional one-year renewal terms. Either party, upon providing 30-days advance written notice, may terminate the agreement without cause.
