SUBJECT: Amended and Restated Resolution for the Senate Bill 2 Permanent Local Housing Allocation Grant Application

RECOMMENDED ACTION(S):
TITLE
Adopt an Amended and Restated Resolution authorizing the Department of Public Works and Planning to submit the Permanent Local Housing Allocation Plan and a grant application to the California Department of Housing and Community Development for Senate Bill 2 Permanent Local Housing Allocation, which specifies that the use of the grant funds is for multi-family developments, the duration of the Allocation Plan is five-years, and that the public comment period was from May 22, 2020 to June 23, 2020.
REPORT
Approval of the recommend action amends and restates the resolution approved on June 23, 2020, to include further information required by the California Department of Housing and Community Development (HCD). The resolution is amended to include that the Housing Allocation Plan is for a duration of five-years, that the funds will be utilized for the acquisition/rehabilitation and/or new construction of multi-family rental housing for households earning 80% of area median income (AMI), and restricting a minimum of 50% of the units to households earning no more than 60% AMI. The recommended amended and restated resolution further adds that the public had the opportunity to comment on the Permanent Local Housing Allocation Plan item from May 22, 2020 to June 23, 2020, and that a Public Hearing was held on June 23, 2020 by your Board. This is a countywide item.

ALTERNATIVE ACTION(S):

Your Board may choose not to approve the amended and restated resolution, and the grant application will be incomplete; the County will not receive the non-competitive grant funding to increase the production of affordable housing.
