RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications and award Contract 20-07-C, Road Maintenance and Rehabilitation Account (SB-1) Asphalt Concrete Overlays at various locations in Fresno County, to the low bidder, Yarbs Paving & Grading, Inc., 11339 S. Peach Avenue, Fresno, CA 93725, including the base bid and all additive bids, in the amount of $4,554,095.30.

REPORT

Approval of the recommended action will authorize the award of a budgeted countywide road improvement project (Project), comprised of four base and two additive locations.  This item pertains to locations in Districts 2 and 4.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Project will be delayed.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum anticipated construction cost is $4,764,095, based on the low bid and including the Director’s allowance for change orders of $210,000.  The Project will be paid with funding from Senate Bill 1: Road Maintenance and Rehabilitation Act funding.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning’s - Road Fund Org 4510 FY 2020-21 Proposed Budget.

 

DISCUSSION:

 

The work to be done consists, in general, of furnishing and placing hot mix asphalt type A overlay on various existing roads in the County.  The base bid will require the placement of HMA overlay over approximately 5.40 miles of roadway.  An additional 2.36 miles of roads are included as additive bids.

 

The project was advertised on July 14, 2020, and the bid opening was held on August 13, 2020. 7 bids were received.  Yarbs Grading and Paving’s bid was $4,554,095.30, which is $2,585,340.80 or 36.21%, lower than the engineer’s estimate of $7,139,436.10.  The cost differential is primarily due to lower than estimated costs for hot mix asphalt, cold plane asphalt, and shoulder backing.

Plans and specifications were prepared by the Department staff.  It is anticipated that construction will begin in September 2020 and will be completed in December 2020.
