SUBJECT: Data Use Agreement with Michigan Public Health Institute
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Data Use Agreement with Michigan Public Health Institute, for participation in the National Fatality Review Case Reporting System, effective upon execution until terminated by either party. ($0)
REPORT
Approval of the recommended action will allow the Department of Public Health to continue sharing specific Fresno County fetal and infant fatality case review data with Michigan Public Health Institute (MPHI) as part of the National Fatality Review Case Reporting System (NFR-CRS). The recommended agreement will supersede and terminate the current Data Use Agreement (DUA) in place to establish protocols and restrictions governing data information sharing between MPHI and the County, with no increase in Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should your Board not approve the recommended action, the Department would not be able to share specific Fresno County fetal and infant fatality case review data with MPHI nor be a participant in the NFR-CRS.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. There are no additional costs to the Department for participation in the NFR-CRS.
DISCUSSION:
On January 21, 2020, the Board approved a DUA with MPHI to participate in the NFR-CRS and establish protocols and restrictions governing data information sharing between MPHI and the County. The County has been able to utilize the comprehensive NFR-CRS to collect, analyze and create reports on the reviews of fetal and infant deaths conducted by the County’s Fetal Infant Mortality Review program.
When the Department sent the Board approved agreement to MPHI for signature in January, MPHI notified the Department that a revised agreement template was created months ago but erroneously provided the County with the old version. MPHI wanted the County to sign a revised agreement template but offered to execute the existing agreement for a limited period until the new agreement is signed by the Board. Subsequently, MPHI has requested executing the recommended agreement to supersede the existing DUA. Approval of the recommended action would terminate and replace the current DUA. Data collected will help better identify and address maternal/infant health, health disparities, and help promote policy, programs, interventions and laws to prevent fetal, infant and child deaths at the local, state and national levels.
