SUBJECT:                     Request to provide construction management services to the Fresno County Transportation Authority for the Golden State Corridor Infrastructure Improvements Project

 

RECOMMENDED ACTION(S):

TITLE

Authorize the Department of Public Works and Planning to prepare an agreement with the Fresno County Transportation Authority to provide construction management services for the Golden State Corridor Infrastructure Improvements Project and return to your Board for final cost.

REPORT

This item comes to your Board via a request from the Fresno County Transportation Authority (FCTA) for the County to provide construction management services for their Golden State Corridor Infrastructure Improvements Project.  FCTA does not have construction management staff and the County has available staff to perform this service.  This item relates to locations in District 4.

 

ALTERNATIVE ACTION(S):

 

This item is intended to provide information and receive direction.  Your Board can choose to take no action.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  Staff time associated with this Agenda Item represents a Net County Cost which is absorbed in the Department’s FY 2020-21 Budget in ORG 45100200.

 

DISCUSSION:

 

Background

FCTA administers the Measure C Regional Program intended to address transportation needs that stretch across the County.  Funding for these transportation projects comes from Measure C, Measure C Extension, the Regional Transportation Mitigation Fee Program, and the State Transportation Improvement Program.  The Golden State Infrastructure Project is a Rural Tier 1 Project designed to provide corridor and economic improvements to Golden State Boulevard from American Avenue to the Tulare County line.

 

The design work is at the 90 percent stage and construction costs are estimated at $36.08 million for the 14.1-mile project.  The project is divided into three regions and includes roadway in the City of Kingsburg, the City of Selma, and the City of Fowler with corresponding improvements in the County area adjacent to those cities.

 

The proposed improvements include new road surface, curb and gutter, sidewalks and ramps, signals and lighting, landscape, and improved railroad crossings.  County construction management staff are uniquely suited to perform the requested service having the construction expertise and knowledge of road project delivery.  The County’ shall be acting as the Construction Manager for the project including project bidding, materials testing and field inspections.

 

If your Board approves the recommended action, the Department will work with FCTA to prepare an agreement to provide construction management services.  Once the agreement for services has been prepared, staff will return to your Board for approval of the agreement and a corresponding budget amendment.

 

If your Board declines to provide direction, staff will notify FCTA so they will be able to procure construction management services from another source.
