SUBJECT:                     Award Contract No. 20-06-C, Lost Lake Nature Trail

 

RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications and award Contract 20-06-C, Lost Lake Nature Trail, to the low bidder, Bush Engineering, 518 North Redington Street, Hanford, CA 93230, in the total amount of $224,720.

REPORT

Approval of the recommended action will authorize the award of a budgeted trail improvement project (Project).  This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Project will be delayed.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum anticipated construction cost is $247,192 based on the low bid and including the Director’s allowance for change orders of $22,472.  The Project is funded with Measure C rural trail funds.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning’s - Road Fund Org 4510 FY 2020-21 Proposed Budget.

 

DISCUSSION:

 

The work to be done consists, in general, of improving accessibility and surface durability for approximately 3,100 feet of existing trail.  The trail will be lined with decomposed granite.  The project will include minor grading, improving delineation of the trail, and the improvement of a portion of the trail to ensure Americans with Disabilities Act-compliant accessibility between the trailhead parking area and a structure that is utilized as a classroom, located approximately 120 feet from the parking area.

 

The project was advertised on June 23, 2020, and the bid opening was held on August 6, 2020. Three bids were received.  Bush Engineering’s bid was $224,720, which is $73,630, or 24.68%, lower than the engineer’s estimate of $298,350. The cost differential is primarily due to lower than estimated costs for decomposed granite, tree trimming, and disposal of treated wood waste.

Plans and specifications were prepared by Department staff.  It is anticipated that construction will begin in October 2020 and will be completed in December 2020.

 

California Environmental Quality Act

 

The Project has been determined to be categorically exempt from the provisions of the California Environmental Quality Act under Section 15301 Existing Facilities.  A Notice of Exemption for ER. No. 7276 - Lost Lake Trail Improvements was filed with the Fresno County Clerk on May 22, 2017.  California Department of Fish and Wildlife authorized the project under Lake or Streambed Alteration Notification No. 1600-2019-0068-R4 on July 28, 2020.  The Central Valley Flood Protection Board issued Permit No. 19481 EO for the project on July 3, 2020.
