SUBJECT: First Amendment for Architectural Services with DLR Group, Inc., for the West Annex Jail Project
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute the First Amendment to Agreement No. 14-686 with DLR Group, Inc., for architectural services and construction administration for the West Annex Jail, currently under construction, effective upon execution with no change in term and increasing the extra services allocation by $247,407 to $1,649,807, which will increase the total maximum compensation amount to $7,573,807.
REPORT
The recommended amendment will increase the maximum amount of extra services compensation to $1,649,807, in order to accommodate the extended date currently contemplated for completion of West Annex Jail (WAJ) construction, and provide adequate compensation for architectural services, constructability reviews, inspection services, project and construction administration through project completion.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the contract will lack sufficient funding to pay for consultant services.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations will be included in Department of Public Works and Planning West Annex Jail Orgs 8845 (State SB 1022), 8846 (Leasehold Improvements), and 8847 (Central Plant) FY 2020-21 budget request. Costs for architectural services and construction administration are eligible for State Reimbursement SB 1022 grant funds, and a portion from County cash contribution.
DISCUSSION:
On November 4, 2014, the Board approved consultant agreement #14-686 with DLR Group, Inc., (DLR) to provide architectural services and construction administration through building commissioning for a fully functional correctional facility, the WAJ project. On February 25, 2020, the Board approved and executed a retroactive Agreement (No. #20-086) with DLR to extend the contract term by one year from December 31, 2019 to December 31, 2020, with one optional one-year extension.
Ongoing construction of the WAJ will continue past the scheduled August 26, 2020 completion date. The recommended action would increase the extra services compensation amount for DLR, which would allow for continued services through project completion. Project completion currently stands at approximately 80%.
