There is no increase in Net County Cost associated with the recommended action.  Consolidation will increase the overall cost of the election, which will be shared by all entities involved in the election.  The total estimated consolidated cost of the November 3, 2020 Statewide General Election is $3,156,704 with an estimated revenue offset of $883,877 (28%).  Sufficient appropriations and estimated revenues are included in the Department’s Org 28500600 FY 2020-21 Recommended Budget.

DISCUSSION:

The governing boards or council, as applicable, of each of the above listed public agencies have called for elections on November 3, 2020, requesting that the Board of Supervisors order the consolidation of the elections, and stated on behalf of their agency that it will reimburse the County for costs incurred in conducting the agency’s election.  California Elections Code section 10401 provides that when one of the elections to be consolidated is a statewide election, the Board of Supervisors may order the consolidation of the elections.  Each agency will receive an invoice for its pro-rata share of the incurred elections costs in accordance with California Elections Code section 10416(c).
