SUBJECT: Amendment to Human Trafficking Advocacy Program Grant Agreement
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Human Trafficking Advocacy Program Grant Agreement No. A-20-078 with the State of California, Governor’s Office of Emergency Services (Cal OES), effective upon execution with no change in term to December 31, 2020, and decreasing the maximum by $37,500, to a total of $150,000.
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommend action will decrease the maximum of the grant agreement by removing the matching funds requirement. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the required match of funds from the Probation Department will not be waived by Cal OES.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The current grant agreement is a total of $187,500 ($150,000 in grant funds from Cal OES and $37,500 in required match funds from the Probation Department). The recommended action removes the required match of $37,500, and decreases the grant agreement amount from $187,500 to $150,000.
DISCUSSION:
On February 25, 2020 your Board authorized the execution of the retroactive grant agreement with Cal OES for the period of January 1, 2020 through December 31, 2020, not to exceed the amount of $187,500 ($150,000 grant funds and $37,500 required match).
The Grant Agreement funds one Senior Victim Witness Advocate position, on a full-time basis, by the Crime Victim Assistance Center, to be dedicated entirely to a specialized caseload of human trafficking victims. The Senior Victim Witness Advocate conducts outreach to increase awareness of the human trafficking epidemic and services available to victims, supports human trafficking victims by navigating the different systems such as criminal justice, child welfare, and immigration, and serves as the human trafficking advocacy subject-matter expert of the Crime Victim Assistance Center.
Due to the COVID-19 Public Health Emergency, the impact on the local, state and national economy is unknown, and may be significant. Cal OES is offering grantees the opportunity to waive grant matches, which will help address any downturn in revenues resulting from this pandemic.
All other provisions of the grant agreement will remain the same.
