SUBJECT:                     Amendment No. 1 to Agreement #19-295 with the Regents of the University of California

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment No. 1 to Agreement #19-295 with the Regents of the University of California, on behalf of the University of California, at Davis, for the University’s in-kind contribution for social services training, with no change to the term of July 1, 2019 through June 30, 2021, or compensation maximum of $850,000.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow the Department to receive a seven (7) percent per-unit cost share from the Regents of the University of California, on behalf of the University of California, at Davis (UC Davis) Continuing and Professional Education, for specialized social services training from July 1, 2020 through June 30, 2021  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions.  Not approving the recommended action will result in the declination of available funding that would offset a portion of the Department’s cost for mandated staff training.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. UC Davis will provide a seven (7) percent per-unit cost share (not to exceed $48,492.50) on all specialized social services trainings conducted between July 1, 2020 and the Agreement #19-295 expiration date of June 30, 2021.  The remaining amount of the recommended Amendment will be offset with State and Federal Social Services funds ($687,876); 2011 Realignment ($73,178) in lieu of State General Funds for Child Welfare Services and Adult Protective Services Programs that were realigned to counties through Assembly Bill (AB) 118; 1991 Social Services Realignment ($35,762); and the required Net County Cost ($4,692) which offsets the General Relief Program share of cost. Sufficient appropriations and estimated revenues have been included in the FY 2020-21 Adopted Budget for the Department of Social Services Org 5610 and will be included in subsequent budgets.

 

DISCUSSION:

 

The Department is mandated to provide training services in accordance with CFR § 235.62, State Plan Requirements for Training Programs, and MPP Chapter 14, Staff Development and Training.  The training services assist the Department in increasing staff competency, administering programs more effectively, and ensuring high quality public services.  UC Davis has provided this Federal and State mandated training to the Department continuously since 1989.

 

Past agreements with the Regents of the University of California included a per-unit cost share from UC Davis similar to the one proposed in this Amendment.  On June 18, 2019, your Board approved Agreement #19-295 that did not include a cost share as UC Davis informed the Department that a cost share was no longer available.  For 2020, UC Davis informed the Department that a cost share was being reinstituted, and on August 6, 2020, the cost share was made available.

 

The recommended Amendment utilizes UC Davis’ contract model and differs from the County’s standard contract model.
