SUBJECT: Revision to Ordinance Code Language and Administrative Policy

RECOMMENDED ACTION(S):
TITLE
1. Conduct first hearing to amend the Fresno County Ordinance Code, Title 2, Chapter 2.04, Section 2.04.010 relating to Meetings; waive reading of Ordinance in its entirety; and set the second hearing for November 17, 2020;
2. Designate County Counsel to prepare a fair and adequate summary of the proposed Ordinance;
3. Direct the Clerk of the Board to post and publish the required summary in accordance with Government Code section 25124(b)(1); and
4. Approve revision to Administrative Policy 29 - Board of Supervisors Meetings.
REPORT
Approval of the first three recommended actions will amend the Fresno County Ordinance Code Section 2.04.010 to delete the 9:00 a.m. start time for Board of Supervisors' meetings. Approval of the fourth recommended action will revise the associated Administrative Policy (AP) 29 to this Ordinance to align with this change. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board may choose to not approve the recommended actions in which case the start time for the Board of Supervisors' meetings will remain at 9:00 a.m.

FISCAL IMPACT:

There is no fiscal impact associated with the recommended actions.

DISCUSSION:

The Fresno County Ordinance Code, Title 2, Chapter 2.04, Section 2.04.010 and associated AP 29 is currently written that Board of Supervisors' meetings commence at 9:00 a.m. The recommended actions amend the Ordinance and AP 29 to provide the Board of Supervisors the flexibility to commence board meetings at start times based on current needs.

The recommended changes to the Ordinance Code will be effective thirty days after passage. The second hearing of the Ordinance is tentatively set for November 17, 2020.
