RECOMMENDED ACTION(S):

TITLE

1.                     Amend FY 2020-21 Action Plan to amend the project name from Biola Sidewalk and Streetlight Improvements to Biola Sidewalk and Street Improvements; and

 

2.                     Approve and authorize the Chairman to execute an Agreement with the Biola Community Services District for the Biola Sidewalk and Street Improvements, Community Development Block Grant Project No. 20031, effective upon execution through February 28, 2022 ($250,000).

REPORT

Approval of the first recommended action amends the County’s 2020-21 Action Plan, approved by the Board on April 28, 2020, to correct the project name listed on the unincorporated area Community Development Block Grant (CDBG) public facilities and infrastructure improvement projects list, from Biola Sidewalk and Streetlight Improvements to Biola Sidewalk and Street Improvements.

 

Approval of the second recommended action will provide CDBG funding for the Biola Street and Sidewalk Improvements (Project), included in the County’s 2020-21 Action Plan approved by your Board on April 28, 2020.  The Project consists of the construction of curb and gutter (including curb bulb-outs/extensions), sidewalk and curb ramps, high visibility crosswalk striping and signage with rectangular rapid flashing beacons.  The Project will benefit the residents of the unincorporated community of Biola.  If necessary to complete the Project by February 28, 2022, the Biola Community Services District will provide a local financial contribution for projects costs in excess of the CDBG funds.  This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

Your Board may reject the recommended actions and direct the Department of Public Works and Planning staff to identify a project from the FY 2020-21 Back-Up list for consideration. However, deletion may impact the County’s ability to meet its CDBG expenditure timelines set by the U.S. Department of Housing and Urban Development (HUD).

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The Project’s total estimated cost is $250,000, which includes construction, design and construction engineering, and contingency and permits.  CDBG funds in the amount of $250,000 are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2020-21 Adopted Budget.  The funds are provided on a reimbursement basis.

 

DISCUSSION:

 

On April 28, 2020, your Board approved the FY 2020-21 Unincorporated Area Projects list as part of the Annual Action Plan, which included the Project.

 

The Project consists of the construction of curb and gutter, sidewalk, and curb ramps on the west side of 5th Street between F and G Streets, and the construction of curb bulb-outs/ extensions, curb ramps, high visibility crosswalk striping, and signage with rectangular rapid flashing beacons at the intersection of Biola Avenue and C Street.  The Project will improve pedestrian safety in the unincorporated community of Biola.  The Project is expected to be completed by February 28, 2022.

 

In addition to providing local funds in excess of the CDBG funds for the Project, the recommended agreement requires the District to prepare design plans and specifications that conform to Federal and State regulations governing Federally-assisted projects.  The District will also be responsible for advertising and awarding of the Project to the lowest responsible bidder, and completion of the necessary construction engineering.  The County agrees to review and approve the plans and specifications for compliance with Federal regulations prior to the District advertising the Project for bid.  The District agrees to maintain the Project after completion.

 

Initial Study/Environmental Assessment No. 7907 was completed for the Project under the provisions of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  Based on the environmental review, the project is categorically exempt from the provisions of the CEQA Guidelines under Section 15303, Class 3 - New Construction or Conversion of Small Structures.  Under Section 15303, a Class 3(d) exemption consists of water main, sewage, electrical, gas, and other utility extensions including street improvements, of reasonable length to serve such construction.  An environmental assessment of the project was completed, per NEPA Guidelines, which resulted in a Finding of No Significant Impact.

 

With your Board’s approval, the recommended CDBG allocation of $250,000 will be made to the District for the Project, which was listed in the County’s FY 2020-21 Action Plan.

 

OTHER REVIEWING AGENCIES:

 

The Biola Community Services District has reviewed and approved the recommended agreement on September 17, 2020.
