SUBJECT: California Department of Housing and Community Development Transitional Housing Program Round Two Allocation
RECOMMENDED ACTION(S):
TITLE
Adopt Resolution authorizing the Department of Social Services application for and acceptance of the Round Two allocation in the amount of $116,000 for the Transitional Housing Program administered by the California Department of Housing and Community Development.
REPORT
Approval of the recommended action will allow the Department of Social Services to complete an allocation acceptance process with the California Department of Housing and Community Development (HCD) to receive the allocation designed to assist transitional-aged youth, ages 18-25, to secure and maintain housing, with priority given to young adults formerly in the foster care or probation systems. The application must be submitted to HCD by November 12, 2020. This item is countywide.
ALTERNATIVE ACTION(S):
Your Board could choose not to approve the recommend action; however, the Department will not receive the allocation earmarked for the County to assist with housing services for transitional-aged youth, leaving the funding to be redirected to other counties in California.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. If the recommended action is approved, the Department will complete the allocation acceptance process to receive an allocation totaling $116,000 for the Transitional Housing Program (THP). The allocation would be in addition to the Round One allocation of $116,000. Funding for the THP will be available through June 30, 2023. Sufficient appropriations and estimated revenues will be included in the Department’s Org 5610 FY 2021-22 budget request.
DISCUSSION:
Senate Bill 80: Human Services Omnibus (Chapter 27, Statutes of 2019) was approved by Governor Newsom on June 27, 2019, allowing HCD to provide funding to California counties for allocation to child welfare services agencies to help young adults aged 18 to 25 years of age secure and maintain housing, with priority given to young adults formerly in the State’s foster care or probation systems.
Resolution No. 20-104 for Round One of THP funding was approved by your Board on March 24, 2020 and submitted to HCD on March 30, 2020. THP Round Two funding was deemed necessary by HCD to extend the services provided in Round One. Although the State has approved the County’s application, they are still processing the allocation ($116,000).
The recommended resolution is required to apply for the Round Two allocation ($116,000) released by HCD on July 27, 2020 and due November 12, 2020.
With your Board’s approval of the recommended resolution, the Department will complete the Round Two application for THP funding. Upon approval by HCD, the Department will include the THP in tandem with services currently provided to transitional-aged youth throughout the County.
