RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement 19-252 with Centro La Familia Advocacy Services, Inc. for human trafficking and domestic violence victim assistance services, effective upon execution with no change in the term of July 1, 2019 through June 30, 2024 and increasing the annual compensation amount for FY 2020-21 by $205,342 to a total maximum compensation of $3,750,487.

REPORT

Approval of the recommended action will allow an increase in the agreement compensation amount consistent with the FY 2020-21 Trafficking and Crime Victim Assistance Program (TCVAP) county allocation. The additional funds will be used to expand awareness, outreach and direct services to non-citizen victims of human trafficking, domestic violence, and other serious crimes, in accordance with Senate Bill 1569.  The cost of the recommended amendment will be offset with state TCVAP funds with no Net County Cost. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, enhanced services that target victims of human trafficking, domestic violence and other serious crimes will not be provided, and state allocated funds for this purpose would not be used.        

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the maximum agreement compensation from $3,545,145 to $3,750,487 and will be fully offset with State TCVAP funds. Sufficient appropriations and estimated revenues are included in the Org 5610 FY 2020-21 Adopted Budget and will be included in subsequent budget years.

 

DISCUSSION:

 

Senate Bill 1569, (Chapter 672, Statutes of 2006) made human trafficking a crime in the State of California, and enacted a state-funded victim assistance program, the Trafficking and Crime Victims Assistance Program (TCVAP).  TCVAP provides critical benefits and services to noncitizen victims of human trafficking, domestic violence and other serious crimes. 

 

On June 4, 2019, your Board approved an agreement with Centro La Familia Advocacy Services, Inc. (CLFA) for the provision of TCVAP services.  CFLA was the recommended agency as a result of a Request for Proposal process. 

 

CLFA conducts awareness, outreach and direct services to non-citizen victims of human trafficking, domestic violence and other serious crimes throughout Fresno County.  In FY 2019-20, CLFA provided services to 447 individuals and their families. Services included legal and immigration assistance, court accompaniment, emergency housing, counseling, and transportation.

 

The current maximum annual agreement compensation is $709,029, consistent with the state FY 2018-19 county allocation.  On July 30, 2020, the Department received notification from the state that the county’s FY 2020-21 allocation was increased to $914,371. If approved, the recommended amendment will modify the annual agreement compensation for FY 2020-21 consistent with the new state allocation.  The recommended amendment will allow CLFA to expand services, increase community awareness and identify and assist an additional 50 victims in FY 2020-21. 

 

If approved, the recommended amendment will become effective upon execution.  All other terms of the agreement remain unchanged.
