SUBJECT: Amendment to Agreement with Perspecta State & Local, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Agreement No. 20-074 with Perspecta State and Local, Inc. to modify the allowable connections to the mainframe services, effective upon execution with no change to the term of February 27, 2020 through February 26, 2023, or compensation maximum of $2,550,000.
REPORT
Approval of the recommended action will modify specific types of connections allowed to the mainframe that currently hosts the County’s property tax system. The agreement currently specifies T1 lines; however, those connections utilize outdated and difficult to replace technology. Instead, the Perspecta State and Local, Inc. (Perspecta) will replace the connections with equivalent modern alternatives. This item is countywide.
ALTERNATIVE ACTION(S):
Not approving the recommended action would prevent Perspecta from updating the connections in accordance with regular maintenance schedules. This could increase costs and increase the risk of system unavailability as the technology passes its useful life.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Costs associated with the agreement will be recovered through charges to user departments. Sufficient appropriations and estimated revenues are included in the Internal Services Department - Information Technology Services Org 8905 FY 2020-21 Adopted Budget and will be included in future budget requests.
DISCUSSION:
On February 25, 2020, your Board approved Agreement No. 20-074 with Perspecta to provide continued hosting of the County’s Property Tax System on the Perspecta’s mainframes. The agreement included very particular specifications of the connections that the County uses to access the Property Tax System on the mainframes.
Approval of the recommended amendment will modify those specifications to allow more flexibility in the types of connections, equivalent or better connections to the existing T1 line connections. The planned replacements are a part of Perspecta’s regular system maintenance to ensure reliability and will not result in any additional costs to the County. All other agreement terms remain unchanged.
