SUBJECT:                     Agreement with the Fresno Regional Workforce Development Board for WIOA Young Adult Work Experience

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with the Fresno Regional Workforce Development Board’s WIOA (Workforce Innovation and Opportunity Act) Young Adult Providers of Service, effective November 24, 2020 through November 23, 2021.

REPORT

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended Agreement would allow the County of Fresno to work closely with the Fresno Regional Workforce Development Board (FRWDB) to provide Young Adults with valuable work experience while assisting County departments. The FRWDB WIOA Young Adult Provider of Service will act as the employer of record for the participants and will provide all payroll and associated costs (i.e. worker’s compensation, taxes, etc). This item is countywide. 

 

ALTERNATIVE ACTION(S):

 

Should the recommended action not be approved, the County will not be able to work with participants in the FRWDB WIOA Young Adult Program.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. Costs associated with salaries,  worker’s compensation benefits, and any associated costs provided to participants through this agreement will be paid by the FRWDB WIOA Young Adult Program.

 

DISCUSSION:

 

The Fresno Regional Workforce Development Board strives daily to prepare Fresno County Young Adults for tomorrow’s workforce. Their goal is to establish interest in a variety of occupations within the government sector, from administrative to maintenance. Through this proposed agreement, the County will provide young adult participants with work readiness skills for future employment opportunities while these participants provide valuable services to County Departments.

 

This project will prepare young adults for careers in local government occupational fields, including administrative, logistics, construction/trades, automotive, technology and maintenance. Pre-placement training will be provided by the FRWDB to each participant.  Progress will be monitored to ensure young adult candidates are gaining experience in different government careers through contextualized learning and undertaking hands-on projects by working closely with County employees. Upon program completion, young adult participants will have a clear understanding of the career path/occupation they have chosen and will be able to make informed decisions about their future training and job options.

 

If your Board approves this Agreement, the Human Resources Department staff will work with County departments to implement this program.
