SUBJECT:                     Budget Resolution for Vehicle Purchase for American Avenue Disposal Site

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2020-21 appropriations for American Avenue Disposal Site Org 9026 in the amount of $40,000 for the purchase of a replacement vehicle using available fund balance (4/5 vote); and

2.                     Adopt Budget Resolution increasing FY 2020-21 appropriations and estimated revenues for Internal Services Department - Fleet Services Org 8911 in the amount of $40,000 for the purchase of a replacement vehicle (4/5 vote).

REPORT

Approval of the recommended actions will ensure American Avenue Disposal Site (AADS) and Fleet Services have sufficient appropriations to purchase a replacement vehicle for an AADS vehicle, which was deemed a total loss after an automobile accident on December 07, 2020.  The replacement vehicle will be acquired through Fleet Services with no increase in Net County Cost.  This item pertains to a location in District 1; however, the impact is countywide.

ALTERNATIVE ACTION(S):

If the Board does not approve the recommended action, AADS will be unable to acquire the replacement vehicle, which may cause various operational delays at AADS.

FISCAL IMPACT:

There is no Net County Cost associated with recommended actions.  The increase ($40,000) in appropriations using AADS Enterprise Fund 0700, Org 9026 general reserves will pay for the purchase of the vehicle, which will be a Ford Explorer. Fleet will purchase the vehicle and AADS will pay Fleet for the vehicle using available funds via an Operating Transfer In/Out.

DISCUSSION:

The FY 2020-21 Adopted Budget for Org 9026 did not include appropriations for the replacement of a vehicle.  The AADS vehicle was deemed a total loss after it was damaged in an automobile accident on December 7, 2020.

The recommended action will increase appropriations in Org 9026, allowing for the Department of Public Works and Planning to begin the process of acquiring a replacement for this vehicle through Fleet Services in a timely manner.
