SUBJECT: Agreement with EAN Services, LLC (Enterprise Rent-A-Car)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with EAN Services, LLC dba Enterprise Rent-A-Car, for products and vehicle rental services, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $750,000.
REPORT
Approval of the recommended action will allow for the rental of vehicles from EAN Services, LLC (EAN Services), dba Enterprise Rent-A-Car (Enterprise) at the rates set forth in the State of California, Department of General Services (DGS) Agreement #5209924. Departments will have access to commercial car rental services. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, service requests for non-county owned rental vehicles would go unfulfilled.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. All associated costs will be recovered by Internal Services Department - Fleet Services (ISD - Fleet) through direct chargebacks to the user departments. Sufficient appropriations and estimated revenues are included in the ISD - Fleet Org 8910 and the Sheriff-Coroner-Public Administrator’s (Sheriff) Org 3111 FY 2021-22 Recommended Budgets.
DISCUSSION:
On March 1, 2021, the State of California Department of General Services competitively bid and awarded Agreement #5209924 to Enterprise.
The County has its own fleet of cars managed, depending on the user, by ISD - Fleet, or the Sheriff’s Office. When rental cars are needed, ISD - Fleet and the Sheriff’s Office use Enterprise to manage the County’s fleet without impeding business.
Approval of the recommended action will allow the County to enter into an agreement with Enterprise for rental car services at the rates set forth in the DGS Agreement. Enterprise will provide commercial car rental services for official business.
