SUBJECT: Retroactive Amendment to PATH Agreement with Kings View

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive Amendment I to Agreement No. 21-214 with Kings View Corporation to add a mobile outreach project component in FY 2021-22, effective July 1, 2021 with no change to the term of July 1, 2021 through June 30, 2026 and increasing the maximum by $233,900 to a total of $3,461,436.
REPORT
Approval of the recommended action will utilize Coronavirus Aid, Relief, and Economic Security (CARES) Act and Community Development Block Grant-Coronavirus (CDBG-CV) funds to continue the mobile outreach project (Project) in the Projects for Assistance in Transition from Homelessness (PATH) Program through FY 2021-22. The Project provides mobile outreach, housing services and linkages to rural, incorporated, and unincorporated communities throughout the County, while addressing needs related to the COVID-19 pandemic. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. If the recommended action is not approved, services to adults experiencing homelessness and serious mental illness and/or co-occurring disorders would be impacted.

RETROACTIVE AGREEMENT:

The Department of Behavioral Health received notice of allocated CARES Act funding and the opportunity to extend CDBG-CV after your Board's review and approval of the agreement on June 22, 2021.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The FY 2021-22 compensation will increase by $233,900 to $905,172; increasing the term maximum to $3,461,436. The remaining CDBG-CV allocation administered by the Department of Public Works and Planning and CARES Act funding will fund the increase; $93,900 and $140,000, respectively.
