SUBJECT:                     2021-22 Action Plan Amendment; Amendment I to Agreement with the City of Selma (CDBG 20651)

 

RECOMMENDED ACTION(S):

TITLE

1.                     Amend FY 2021-22 Action Plan to delete the Selma Sewer Infrastructure Improvements, Community Development Block Grant Project No. 21651 (274,774); and

 

2.                     Approve and authorize Chairman to execute Amendment I to Agreement No. 20-328 with the City of Selma for the Selma Sidewalk ADA Improvements, Community Development Block Grant Project No. 20651, effective upon execution with no change in the term to February 10, 2022 and increasing the maximum Community Development Block Grant funding by $311,021, to a total Community Development Block Grant funding amount not to exceed $515,812.

REPORT

The first recommended action amends the County’s 2021-22 Action Plan, approved by the Board on May 11, 2021, to delete the Selma Sewer Infrastructure Project, at the City of Selma’s request.  The Action Plan, which is submitted to the U.S. Department of Housing and Urban Development annually, identifies all planned activities to be undertaken by the County and its partner cities in that program year using County entitlement funds.

 

The second recommended action will provide an additional $311,021 in Community Development Block Grant (CDBG) funds to the Selma Sidewalk ADA Improvements (Project), increasing the CDBG funds from $204,791 to $515,812.  The additional funds are needed to reduce local fund contribution and are available from the City’s CDBG allocation included in the County’s 2021-22 Action Plan, approved by your Board on May 11, 2021.  The total Project cost is estimated at $531,000.  This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

The first recommended action has no alternative action since that project is no longer a viable project for the City.  Your Board may choose not to approve the second recommended action, which may result in the City not having sufficient funds to complete the Sidewalk ADA Improvements Project, and would require the City to find another eligible use of its CDBG funds.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The recommended amendment will increase CDBG funding by $311,021; from $204,791 to $515,812.  The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2021-22 Adopted Budget and represents the City’s 2021-22 CDBG allocation.  CDBG funds are provided on a reimbursement basis.  The City’s local financial contribution in excess of the CDBG funds will decrease from $326,209 to $15,188, which may be necessary to complete the Project.

 

DISCUSSION:

 

The City requested to cancel the Selma Sewer Infrastructure Project, due to the Selma-Kingsburg-Fowler County Sanitation District’s completion of a sewer project that included the proposed improvements in the City’s original CDBG 2021-22 project.  Because of this, the original project is no longer a viable use of the City’s CDBG funds.

 

On September 1, 2020, the Board approved the Selma Sidewalk ADA Improvements Project No. 20651, in the amount of $204,791.  The Agreement provided CDBG funds to the City of Selma on a reimbursement basis for the removal of Americans with Disabilities Act barriers and trip hazards, and the replacement of non-compliant curb ramps at various locations within an area generally bounded by North Street, Grant Street, McCall Avenue, Third Street, and Front Street in the City.  The Project will primarily benefit disabled and mobility impaired residents of Selma. Amendment I increases the total CDBG funds allocated to this Project from $204,791 to $515,812.  The increase is necessary to reduce the City’s local financial contribution from $326,209 to $15,188.  The additional CDBG funds are available from the City’s CDBG allocation, due to the cancellation of the Selma Sewer Infrastructure project.  All remaining provisions of the agreement, as previously amended, will remain in full force and effect.
